I DECLARATION OF INTEREST

 

Councillor Short declared a non-financial interest in Articles II(a) by virtue of her business relationships with the administrator appointed to Lindores (Ltd), and also declared non-financial interests in respect of Articles II(b and c) by virtue of friendship with the applicants, left the Chamber, and took no part in the debate.

 

II PLANNING APPLICATIONS

 

(a) 18-00387-FULM ERECTION OF 119 FLATS AND 1 RETAIL UNIT (CLASS 1) WITH ASSOCIATED PRIVATE PARKING, REFUSE STORES, LANDSCAPING AND INTERNAL ROADS INCLUDING FORMATION OF ACCESS FROM THORTER LOAN LAND TO THE WEST OF THORTER LOAN AND SOUTH OF SOUTH VICTORIA DOCK ROAD, DUNDEE FOR VICTORIA DOCK LTD, LINDORES LTD (IN ADMINISTRATION) AND HILLCREST HOUSING ASSOCIATION

 

Having considered objections received, the Committee approved the application, subject to the conditions recommended by the Executive Director of City Development.

 

(b) 18-00562-PPPL ERECTION OF 12 FLATS AND ONE SHOP UNIT LAND TO THE NORTH OF 222 HILLTOWN, DUNDEE FOR SYDHAR PROPERTIES (DUNDEE) LTD

 

It was reported that a request had been received for a deputation to address the Committee in support of the application. Having considered an objection received, the Committee approved the application, subject to the conditions recommended by the Executive Director of City Development and in the circumstances declined to hear the deputation.

 

(c) 18-00956-FULL PROPOSED SINGLE STOREY SHOP UNIT THE OLD POLICE STATION, FINTRY ROAD, DUNDEE FOR SEAFIELD ESTATES LTD

 

The Committee acceded to a request for a deputation to address the Committee relative to objections to the above application. After the deputation had stated its case and answered questions from members of the Committee, they were thanked for their attendance and withdrew.

After considering objections received, Councillor Gordon, seconded by Councillor Malone, moved that the application be deferred to allow a Traffic Impact Assessment to be undertaken.

 

As an amendment, the Convener, seconded by Bailie Roberts, moved that the application be not deferred.

 

On a division, there voted for the motion Lord Provost Borthwick, Bailies Keenan and Wright and Councillors Gordon, McCready, McIrvine, Malone, Marra and Richardson (9); and for the amendment -the Convener, Bailies Roberts, Sawers, Scott and Macpherson and Councillors Alexander, Flynn, Lynn, Rendall, Smith, Hay, Scott and Duncan (13) Councillor Short being absent when the vote was

taken - whereupon the amendment was declared carried and the application not deferred.

 

Thereafter, having considered objections received, the Committee agreed to approve the application, subject to the conditions recommended by the Executive Director of City Development.

 

III DELEGATED APPLICATIONS

 

There was submitted Agenda Note AN82-2018 advising the Committee that from 1st November, 2018 to 30th November, 2018, there were 58 delegated decisions. Seven of those applications attracted objections. Of those seven applications, six were approved and one was refused.
