It was reported that Councillor Hunter had intimated his resignation from the above with effect from 25th September, 2018. It was further reported that Councillor Hunter would remain as a trained substitute for the Local Review Body and the Personnel Appeals Sub-Committee.

 

The Council agreed that the vacancies be filled as follows:-

 

(a) Scrutiny Committee - Councillor Lynn

(b) Local Review Body - A member of the Administration Group, name to be advised to the Clerk (Councillor Smith)

(c) Personnel Appeals Sub-Committee - Councillor Smith

 

IV VACANCIES - OUTSIDE BODIES

(c) Dundee Partnership - Children and Families Executive Board

It was reported that Councillor Murray had intimated their resignation from the above with effect from 25th September, 2018.

 

The Council agreed that the vacancies be filled as follows:-

 

(a) COSLA - Board - Children and Young People - Councillor Smith

(b) City of Dundee Educational Trust - Councillor Hunter

(c) Dundee Partnership - Children and Families Executive Board - Councillor Hunter

(d) Dundee School Children's Holiday Fund - Councillor Hunter

 

V VACANCIES - OUTSIDE BODY - LEISURE & CULTURE DUNDEE

 

It was reported that the term of office of Councillor McCready as a trustee of Leisure & Culture Dundee would come to an end effective at the close of the AGM of Leisure & Culture Dundee in November, 2018.

 

It was further reported that Councillor Hunter had intimated his resignation as a trustee effective at the close of the AGM of Leisure & Culture Dundee in November, 2018.

 

The Council appointed Councillor Marra and Bailie Roberts to fill these vacancies.

 

VI APPOINTMENT - VICE-CHAIRPERSON - DUNDEE CITY HEALTH AND SOCIAL CARE INTEGRATION JOINT BOARD

 

It was reported that the terms of office of the Chairperson and Vice-Chairperson of the Dundee City Health and Social Care Integration Joint Board would come to an end at the October meeting of the Joint Board, whereupon the role of Vice-Chairperson would revert to a Dundee City Council member of the Integration Joint Board.

 

The Council agreed to appoint Councillor Lynn.

 

VII AUNG SAN SUU KYI

 

It was reported that this Item had been placed on the Agenda at the request of Councillor Hunter.

 

The Committee acceded to a request for a deputation to address the Committee in support of the proposal. After the deputation had stated their case they were thanked for their attendance and withdrew.

 

The Council resolved as follows:-

 

The City Council notes the motion passed unanimously by Council on 30th October 2017. The City Council also notes the letter written by the Lord Provost following the passing of the motion.

 

The City Council is disappointed in the response that it received from the Government of Myanmar through its Embassy in London and feels that our concerns were not adequately addressed by this response.

 

The City Council notes the ongoing humanitarian crisis in Northern Rakhine and in the refugee camps of neighbouring Bangladesh. The City Council is also aware of the ongoing calls from the United Nations, Amnesty International and many governments to the Myanmar Government to stop the violence and allow UN scrutiny and safe return of those fleeing Rakhine.

 

The City Council expresses disappointment that there has been no communication from Daw Aung San Suu Kyi and that her public statements on this issue support the policy of the Myanmar Government. Therefore, Dundee City Council agrees to remove the award of the "Freedom of the City" from Daw Aung San Suu Kyi effective immediately.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 1 of Part I of Schedule 7A of the Act.

 

VIII LEISURE & CULTURE DUNDEE - APPOINTMENT - INDEPENDENT TRUSTEE

 

It was reported that there was a vacancy on the Board of Trustees of Leisure & Culture Dundee for an Independent Charity Trustee.

 

At its meeting on 6th June, 2018, the Board of Leisure & Culture Dundee agreed that, in response to the designation of 2018 as Scotland's Year of the Young Person, the vacancy for position of Independent Trustee should be filled by a person between the ages of 18 and 25. A recruitment process had been conducted over the summer and, following interviews, it was recommended that Louis Lee be appointed for a one year term.

 

The Council approved accordingly.
