I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II PLANNING APPLICATIONS

 

(i) 17-00766-FULL - SITE OF FORMER KINGSPARK SCHOOL, GILLBURN ROAD, DUNDEE - ALTERATIONS TO EXISTING VEHICLE ACCESS, EXTENSION OF EXISTING FOOTPATH AND FORMATION OF NEW FOOTPATH - FOR PERSIMMON HOMES NORTH SCOTLAND

 

The Committee refused the application on the grounds that:-

 

The application fails to comply with Policy 7 (High Quality Design) of the Dundee Local Development Plan 2014 as the design and layout of the proposals fail to address community expectations for improved access and footpaths across the site for community benefit. There are no material considerations which would justify approval of planning permission.

 

(ii) 17-00767-FULL - SITE OF FORMER KINGSPARK SCHOOL, GILLBURN ROAD, DUNDEE - RE-GRADING OF LAND - FOR PERSIMMON HOMES NORTH SCOTLAND

 

The Committee refused the application on the grounds that:-

 

The application fails to comply with Policy 38 (Trees and Urban Woodland) of the Dundee Local Development Plan as the proposed re-grading of land would result in unnecessary development which is detrimental to the application site including existing trees and of no material benefit to the community; and

 

The application fails to comply with Policy 41 (Flood Risk Management) of the Dundee Local Development Plan) as the proposed re-grading of the land would disturb the existing ground and amend the site topography, resulting in the potential for detrimentally impacting on the existing flooding issues in the area and, in particular, the properties in Clive Road which bound onto the western edge of the site. There are no material considerations which would justify approval of planning permission.

 

(iii) 17-00973-FULL - LAND TO EAST OF CAR PARK - KIRKTON CRESCENT, DUNDEE - ERECTION OF 23M AGL MONOPOLE MAST WITH ASSOCIATED CABINET AND DUCTING - FOR DUNDEE CITY COUNCIL

 

It was reported that a request had been received to address the Committee relative to objections to the application which was recommended for approval. After the deputation had stated their case and answered questions from members of the Committee they were thanked for their attendance and withdrew.

 

Thereafter, the Committee agreed to defer this application to allow further consultation with the local community regarding possible alternative sites.

 

III DELEGATED ITEMS

 

There was submitted Agenda Note AN28-2018 advising that from 8th March, 2018 to 1st October, 2018, fifty one applications were decided under delegated powers. Seven of these applications attracted objections, two applications were refused and five were approved.
