I DECLARATION OF INTEREST
No declarations of interest were made.
II NATIONAL HOUSING TRUST INITIATIVE ROUND 2
There was submitted Agenda Note AN1-2018 whereby reference was made to Article III of the minute of meeting of the Housing Committee of 23rd April, 2012 (Housing Committee Report 166-2012 National Housing Trust Initiative Round 2), which advised Committee on proposals by James Keiller Holdings Ltd (Keiller Estates) to construct 99 one, two and three bedroom flats at Wallace Craigie Works under the National Housing Trust (NHT) scheme. Under the NHT scheme developers were granted a loan facility by the Council, backed by a Scottish Government guarantee, for 70% of the approved development costs of the scheme as approved under the Scottish Futures Trust/NHT Contract agreement. The properties were then to be provided for mid-market rent for households on lower incomes.
Despite strenuous efforts on the part of the developer and support by SFT and the Council, regretfully the developer had not been able to deliver the proposed scheme and therefore the NHT Initiative would not proceed.
III ENVIRONMENTAL IMPROVEMENTS PROGRAMME
On a reference to Article V of the minute of meeting of the Policy and Resources Committee of 7th December, 2015, there was submitted Report No 5-2018 by the Executive Director of Neighbourhood Services seeking approval for further environmental improvements as part of the 2017/2018 programme:-
(a) WHITFIELD NORTH/SOUTH
The Committee agreed to a project with Neighbourhood Services in the sum of 52,770.
(b) FINTRY PARK
The Committee agreed to a project with Neighbourhood Services in the sum of 15,560.
(c) ALVA SQUARE
The Committee agreed to a project with Neighbourhood Services in the sum of 29,720.
(d) HILLSIDE QUARRY
The Committee agreed to a project with Neighbourhood Services in the sum of 35,185.
(e) KINGHORNE ROAD
The Committee agreed to a project with Neighbourhood Services in the sum of 43,845.
IV PURCHASE OF MOBILE WASTE COMPACTOR
There was submitted Report No 6-2018 by the Executive Director of Neighbourhood Services seeking approval for the purchase of a mobile waste compactor which was to be used for recycling/waste processing operations by Waste Services at Baldovie and Riverside Household Waste Recycling Centres.
The Committee agreed to accept the offer from Bergmann Direct in the sum of 46,370.
V CAMPERDOWN PARK PLAY AREA IMPROVEMENTS
On a reference to Article V of the minute of meeting of the Environment Committee of 10th September, 2012, there was submitted Report No 8-2018 by the Executive Director of Neighbourhood Services seeking Committee approval for Camperdown Park Play Area Improvements as part of the 2017/2018 programme:-
(a) LOT 1 - BESPOKE PLAY SHIP
The Committee agreed to the offer from Russell Leisure, in the sum of 149,000.
(b) LOT 2 - GENERAL PLAY EQUIPMENT
The Committee agreed to accept an offer from Sutcliffe Play Scotland, in the sum of 108,988.
Furthermore, the Committee agreed approval of a negotiated contract with Neighbourhood Services for Civil & Landscaping in the sum of 166,000, giving a total expenditure of 423,988.
