The minute of meeting of this Committee of 25th September, 2017 was held as read.

 

Unless marked thus * all items stand delegated.

 

I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II TREE PRESERVATION ORDER 1/2017 INVERCARSE HOTEL, 371 PERTH ROAD, DUNDEE

 

There was submitted Agenda Note AN83-2017 informing the Committee that the Council made a Tree Preservation Order (TPO) over the above site on 31st May, 2017. One letter of objection had been received from agents on behalf of Redwood Invercarse Ltd, the owner of the Invercarse Hotel.

 

The Committee noted the terms of the objection and the Councils Forestry Officers response thereto.

 

Thereafter, the Committee authorised the Head of Democratic and Legal Services and Executive Director of City Development to undertake the necessary procedure and confirm the above TPO.

 

III WINTER MAINTENANCE POLICY AND LEVEL OF SERVICE 2017/2018

 

There was submitted Agenda Note AN84-2017 where reference was made to Article VII of the City Development Committee of 24th September, 2012 where, following the severe winter of 2010/2011 and detailed reviews of all stakeholders, improvements to the policy and level of service for winter 2012/2013 were approved. This improvement policy and level of service was adopted for 2013/2014, 2014/2015, 2015/2016, 2016/2017 and it was recommended that it be adopted again for 2017/2018.

 

If the winter required salt usage above the previous six years, alternate resilience provisions were in place, including mid-season re-stocking from Scotland Excel suppliers, access to Tayside Contracts and Transport Scotland salt resilience stock.

 

The Committee agreed the foregoing.

 

IV COLDSIDE PRIMARY SCHOOL PHOTOVOLTAIC PANELS TO ROOF

 

There was submitted Agenda Note AN85-2017 informing the Committee that works comprised the installation of photovoltaic panels to the roof of the new primary school and would be carried out as part of the construction of the new school, previously reported to City Development Committee on 12th December, 2016 (Article VI, Report No 371-2016 refers).

 

The 48,000 cost of these works was included within the overall cost previously reported and was funded from allowances in the Capital Plan 2017/2019. The cost would be funded from the Capital Plan for Energy Efficiency 2017/2018.

 

The Executive Director of City Development confirmed that these costs could be met from the Capital Plan for Energy Efficiency 2017/2018 and the Committee noted the foregoing for information.

 

V TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY

 

There was submitted Report No 343-2017 by the Head of Design and Property detailing tenders received and requesting a decision thereon:-

 

(i) VARIOUS PROPERTIES PERIODIC INSPECTION AND TESTING OF ELECTRICAL INSTALLATIONS AREA 2

 

The Committee agreed to accept an offer from Construction Services in the sum of 281,880.52, to which required to be added allowances of 15,000, giving a total expenditure of 296,880.52.

 

(ii) VARIOUS PROPERTIES SERVICE AND MAINTENANCE OF EMERGENCY LIGHTING SYSTEMS AREA 1

 

The Committee agreed to accept an offer from E W Edmonson, Glenrothes in the sum of 77,191.99, to which required to be added allowances of 15,000, giving a total expenditure of 92,191.99.

 

(iii) VARIOUS PROPERTIES NON-DOMESTIC ENERGY EFFICIENCY WORKS

 

The Committee agreed to accept an offer from Vital Energi, Bellshill in the sum of 1,601,000, to which required to be added allowances of 190,000, giving a total expenditure of 1,791,000.

 

(iv) BRIDGE MAINTENANCE

 

The Committee agreed to accept an offer from Tayside Contracts in the sum of 66,935, to which required to be added allowances of 68,884, giving a total expenditure of 135,819.

 

(v) CENTRAL LIBRARY, THE WELLGATE CENTRE REPLACEMENT AND UPGRADING OF THE FIRE ALARM SYSTEM

 

The Committee agreed to accept an offer from ADT Fire and Security Dundee in the sum of 14,967.20, to which required to be added allowances of 1,000, giving a total expenditure of 15,967.20.

 

VI TENDERS RECEIVED FOR SMART MOBILITY PROJECT

 

There was submitted Report No 354-2017 by the Executive Director of City Development detailing tenders received and requesting a decision thereon.

 

The Committee agreed to accept an offer from Urban Foresight in the sum of 465,270.

 

VII CONSULTATION ON FREE BUS TRAVEL FOR OLDER AND DISABLED PEOPLE AND MODERN APPRENTICES

 

There was submitted Report No 365-2017 by the Executive Director of City Development informing the Committee of the current Consultation on Free Bus Travel for Older and Disabled People and Modern Apprentices being conducted by Transport Scotland.

 

The Committee noted the information contained within the report and approved Dundee City Council's formal response as appended to the report.

 

VIII ROAD AND FOOTWAY SAFETY INSPECTION AND DEFECT CATEGORISATION POLICY

 

There was submitted Report No 330-2017 by the Executive Director of City Development presenting a policy for road and footway safety inspections in Dundee.

 

The Committee approved the Road Safety Inspection and Defect Categorisation Policy as appended to the report.

 

IX DUNDEE CITY COUNCIL (FOGGYLEY GARDENS, DUNDEE) (STOPPING-UP) ORDER 2017

 

There was submitted Agenda Note AN90-2017 where reference was made to Article XI of the minute of meeting of the City Development Committee of 26th June, 2017 where it was agreed to stop-up areas of roads, footpaths and footways at Foggyley Gardens, Dundee.

 

The Order was duly prepared and advertised in the Evening Telegraph and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee agreed to authorise and confirm the Stopping-Up Order, and authorised formal publication of the confirmation after which the Order would become operative.

 

X DUNDEE CITY COUNCIL THE CONVERSION OF ROADS TO FOOTWAYS (FOGGYLEY GARDENS, DUNDEE) ORDER 2017

 

There was submitted Agenda Note AN91-2017 where reference is made to Article XI of the minute of meeting of the City Development Committee of 26th June, 2017 where it was agreed to convert areas of roads to footpaths at Foggyley Gardens, Dundee following planning consent granted for a housing development.

 

The Order was duly prepared and advertised in the Evening Telegraph and The Edinburgh Gazette, and the relevant statutory undertakers were consulted. No objections were received.

 

The Committee agreed to authorise and confirm the Stopping-Up Order, and authorised formal publication of the confirmation after which the Order would become operative.

 

XI V&A DUNDEE: CHARLES RENNIE MACKINTOSH OAK ROOM

 

There was submitted Agenda Note AN92-2017 where reference was made to the meeting of this Committee on 26th June, 2017 (Article XIV refers) whereby the Committee agreed to accept the tender by Charles Taylor Woodwork & Design Ltd for the Conservation and Restoration of the Charles Rennie Mackintosh Oak Room to be displayed at the V&A Dundee.

 

The proposal was for a partial reconstruction of the room on the basis that the remaining works would become a living and working conservation project and that the work would proceed as and when further funds became available to Design Dundee Ltd.

 

The additional works would be funded by Design Dundee Ltd through private donations, grants from the UK Government and the Art Fund. There is an opportunity to include the remaining works within the current contract with Charles Taylor Woodwork & Design Ltd for an additional sum of 441,317.

 

There will be no financial implications for the Council arising from this proposal.

 

The Committee agreed to proceed as outlined above.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

There was submitted Agenda Note AN86-2017 relative to the above.

 

The Committee agreed to grant approval for the foregoing.
