I DECLARATION OF INTEREST

 

Bailie Borthwick and Councillor Dawson declared a non-financial interest by virtue of a family member being a serving Police Officer.

 

II FIRE AND RESCUE QUARTERLY PERFORMANCE REPORT 1ST OCTOBER TO 31ST DECEMBER, 2016

 

There was submitted Report No 81-2017 by Area Manager Grieve providing information for the Committee regarding the performance of the Scottish Fire and Rescue Service against the priorities, outcomes and performance indicators detailed within the Local Fire and Rescue Plan for Dundee 2014-2017, to facilitate local scrutiny.

 

The Committee agreed to note, scrutinise and question the content of this report.

 

III DUNDEE CITY COUNCIL POLICING AREA - PERFORMANCE RESULTS 1ST APRIL, 2016 TO 31ST DECEMBER, 2016

 

There was submitted Report No 87-2017 by Chief Superintendent Anderson for the Committee's information.

 

The Committee agreed to note and scrutinise the operational report.

 

 

IV POLICE SCOTLAND LOCAL POLICING PLAN 2017-2020

 

There was submitted Agenda Note AN23-2017 whereby reference was made to the Draft Dundee Local Policing Plan that was previously circulated to elected members for consultation and for which no comments had been received.

 

The Committee agreed to approve the Draft Dundee Policing Plan 2017-2020.

 

V COMMUNITY JUSTICE OUTCOME IMPROVEMENT PLAN

 

There was submitted Report No 88-2017 by the Executive Director of Children and Families Service outlining the content of the draft Community Justice Outcome Improvement Plan 2017-2018. A previous report was considered in January, 2017 (Article IV of the minute of meeting of this Committee of 9th January, 2017 refers).

 

The Committee agreed to:-

 

(i) note the contents of the Plan;

 

(ii) approve the draft Community Justice Outcome Improvement Plan 2017-2018 for onward submission to the Scottish Government. The Plan was due to be submitted to Scottish Government by 31st March, 2017; and

 

(iii) instruct the Executive Director of Children and Families Service to provide a further report on the Community Justice Outcome Improvement Plan in 12 months.

 

VI COMMUNITY PAYBACK ORDERS

 

There was submitted Report No 89-2017 by the Executive Director of Children and Families Service advising that this was the 5th annual report on the local operation of Community Payback Orders (CPOs) covering the period 2015-2016. The Criminal Justice and Licensing (Scotland) Act 2010 imposed a duty on local authorities to submit annual reports on CPOs to the Scottish Government. The 5th of these reports was submitted to the Government in November, 2016.

 

The Committee agreed to:-

 

(i) note continued progress made in relation to the operation of Community Payback Orders as outlined in the report;

 

(ii) note the contribution of Criminal Justice Social Work (CJSW) to the Single Outcome Agreement (SOA) and moving forwards, to both the Local Outcome Improvement Plan and the Community Justice Outcome Improvement Plan; and

 

(iii) instruct the Executive Director of Children and Families Services to provide a further report on the operation of CPOs in 12 months.
