The minute of meeting of this Committee of 19th December, 2016 was held as read.

I DECLARATION OF INTEREST

 

There were no declarations of interest.

 

II PLANNING APPLICATIONS

 

(a) 16-00806-FULM - SITE OF BUCKLEMAKER AND BUTTERBURN COURTS, STRATHMARTINE ROAD, DUNDEE - RESIDENTIAL DEVELOPMENT WITH ASSOCIATED INFRASTRUCTURE AND AN AREA OF PUBLIC REALM - FOR ROBERTSON PARTNERSHIP HOMES

 

It was reported that a request had been received for a deputation to address the Committee relative to objections to the above application. After the deputation has stated their case and answered questions from members of the Committee, they were thanked for their attendance and withdrew.

 

Thereafter, having considered objections received, the Committee approved the application, subject to the conditions recommended by the Executive Director of City Development.

 

III PLANNING PERFORMANCE FRAMEWORK (PPF) 2015/2016 - FEEDBACK

 

There was submitted Agenda Note AN4-2017 updating the Committee on the feedback report received from the Scottish Government on the Council's 5th Planning Performance Framework (PPF) 2015/2016.

 

The Scottish Government provided feedback to each local authority on their PPF each year. This year the PPF was assessed against 15 key performance markers which graded the Council's Planning Service during the 2015/2016 period and qualitative informal feedback was provided through "benchmarking" groups of planning authorities.

 

The feedback report was very positive and highlighted a number of key improvements that the Council had undertaken over the past year. All 15 of the key performance markers had been graded as green for highly performing under the "Red, Amber, Green" Assessment rating.

 

The feedback recognised that the Council's Planning Service was committed to continuous improvement and had delivered a high level of performance in aspects such as decision making timescales, early collaboration and for providing regular and proportionate advice. It was recognised that the Council's performance had led to quality development and engagement and contributed to the overall delivery of a high performing Planning Service.
