I DECLARATION OF INTEREST

II INSPECTION OF THE HOUSING SUPPORT TEAM BY THE CARE INSPECTORATE
There was submitted Report No 380-2016 by the Executive Director of Neighbourhood Services reporting on the findings of the Care Inspectorate inspection of the Housing Support Team.
The Committee noted the contents of the report.
III EXTERNAL WALL INSULATION HOME ENERGY EFFICIENCY PROGRAMME FOR SCOTLAND
There was submitted Report No 413-2016 by the Executive Director of Neighbourhood Services seeking approval for further external wall insulation projects as part of the 2016/2017 Capital Programme.

IV COMMUNITY LEARNING AND DEVELOPMENT ANNUAL REPORT 2015/2016
The Committee acceded to a request for a deputation from Dundee Youth Council to address the Committee in support of this report. After the deputation had stated their case and answered questions from members of the Committee, they were thanked for their attendance and withdrew.
On a reference to Article XII of the minute of meeting of the Policy and Resources Committee of 24th August, 2015, there was submitted Report No 382-2016 by the Executive Director of Neighbourhood Services bringing the Committees attention to progress and achievement in the Community Learning and Development (CLD) service for the period 2015/2016.
The Committee:-
(i) noted the range of work undertaken by CLD during the period 2015/2016; and
(ii) acknowledged the contribution of the Councils CLD work to:-
- Improving life chances for people of all ages, through learning, personal development and active citizenship.
- Building stronger more resilient, supportive, influential and inclusive communities.
V PLAYGROUND IMPROVEMENTS
There was submitted Report No 364-2016 by the Executive Director of Neighbourhood Services seeking Committee approval for further playground improvements as part of the 2016/2017 programme:-
(a) DAWSON PARK PLAY AREA
The Committee agreed to accept an offer from Sutcliffe Play Ltd (Scotland), Dundee in the sum of 63,745, together with an allowance of 9,561 for professional fees, giving a total expenditure of 73,306.
(b) DAWSON PARK PLAY AREA FENCING
The Committee agreed to accept an offer from P&G Blacksmiths Ltd, Dundee in the sum of 2,950, together with an allowance of 442 for professional fees, giving a total expenditure of 3,392.
(c) VICTORIA PARK PLAY AREA
The Committee agreed to accept an offer from Wicksteed Leisure Ltd, Northamptonshire, in the sum of 65,000, together with an allowance of 9,750 for professional fees, giving a total expenditure of 74,750.
(d) VICTORIA PARK PLAY AREA FENCING
The Committee agreed to accept an offer from P&G Blacksmiths Ltd, Dundee, in the sum of 3,490, together with an allowance of 523 for professional fees, giving a total expenditure of 4,013.
VI ENVIRONMENTAL IMPROVEMENTS
On a reference to Article V of the minute of meeting of the Policy and Resources Committee of 7th December, 2015, there was submitted Report No 392-2016 by the Executive Director of Neighbourhood Services seeking approval for further environmental improvements as part of the 2016/2017 programme:-
(a) DUDHOPE PARK
The Committee agreed to accept an offer from Neighbourhood Services in the sum of 105,000, together with an allowance of 13,000 for professional fees, giving a total expenditure of 118,000.
(b) WATSON STREET
The Committee agreed to accept an offer from Neighbourhood Services in the sum of 50,000, together with an allowance of 6,500 for professional fees, giving a total expenditure of 56,500.
(c) CAMPERDOWN BOLLARDS
The Committee agreed to accept an offer from Neighbourhood Services in the sum of 33,000, together with an allowance of 4,000 for professional fees, giving a total expenditure of 37,000.
(d) HAWKHILL
The Committee agreed to accept an offer from Neighbourhood Services in the sum of 65,500, together with an allowance of 8,000 for professional fees, giving a total expenditure of 73,500.
VII TENDERS RECEIVED BY HEAD OF DESIGN AND PROPERTY
There was submitted Report No 393-2016 by the Head of Design and Property detailing a tender received:-
(a) UPGRADE OF INFRASTRUCTURE AT VARIOUS COUNCIL DEPOTS
The Committee agreed to a partnering project with Tayside Contracts in the sum of 49,107.12, together with an allowance of 7,366.07 for contingencies, giving a total expenditure of 56,473.19.
