II ROAD SAFETY, ALBERT ROAD, BROUGHTY FERRY

 

This item was withdrawn.

 

III COACH PARKING AT MARKET STREET

 

Reference was made to Article IV of the minute of meeting of this Committee of 27th June, 2016, wherein the Committee authorised the preparation of a Traffic Regulation Order relative to the creation of on-street coach parking cross the city centre.

 

The Committee approved the preparation of a further Traffic Regulation Order to create on-street coach parking on Market Street to allow for coach parking outside the Dundee Museum of Transport.

 

IV NEW ROADS - ROAD CONSTRUCTION CONSENTS

 

There was submitted Agenda Note AN98-2016 making reference to Article VI of the minute of meeting of the Policy and Resources Committee of 27th April, 2009, wherein the Committee delegated the grant of road construction to the Executive Director of City Development with the provision that the consents granted be reported to the City Development Committee as soon as practicable thereafter.

 

It was reported that the undernoted applications had been submitted and the Executive Director of City Development had approved the application, subject to conditions which had been agreed with the applicants:-

V CONSERVATION AREA APPRAISALS - TROTTICK, BAXTER PARK AND UNIVERSITY

 

There was submitted Report No 367-2016 by the Executive Director of City Development, making reference to Article VI of the minute of meeting of this Committee of 26th September, 2016, wherein it was remitted to the Executive Director of City Development to consult with the local community and interested parties in the terms of the Draft Conservation Area Appraisals and to report back with the results of the consultation process and present the findings of the consultation process.

 

The Committee:-

 

(i) approved the Conservation Area Appraisals as planning guidance;

 

(ii) remitted the Executive Director of City Development to cancel the existing Trottick Conservation Area Boundary;

 

(iii) remitted the Executive Director of City Development to give notice to the Scottish Government of the designation of the new Trottick Conservation Area boundary;

 

(iv) remitted the Executive Director of City Development to advertise the designation in the Edinburgh Gazette and Evening Telegraph newspapers; and

 

(v) remitted the Executive Director of City Development to apply to the Scottish Government to replace the Article 4 Directions.

 

VI NEW COLDSIDE SCHOOLS AND COMMUNITY PROJECT

 

On a reference to Article XIV of the minute of meeting of this Committee of 24th August, 2016, there was submitted Report No 371-2016 by the Executive Director of City Development describing the procurement and tendering process utilised for the new Coldside Schools and Community project and seeking a decision on the acceptance of the tender price and allowances.

 

The Committee:-

 

(i) approved the acceptance of the tender price submitted by Wilmott Dixon Construction Ltd in the amount of 13,545,000 with allowances amounting to 2,825,000, giving a total cost of 16,370,000; and

 

(ii) noted that the start date for the project was currently February, 2017, with a construction completion date of June, 2018, with the facilities operational for the Autumn Term in August, 2018.

 

VII VARIATION OF WAITING RESTRICTIONS AND TRAFFIC REGULATIONS

 

There was submitted Report No 375-2016 by the Executive Director of City Development considering all the requests during the previous quarter for additions and alterations to waiting restrictions and traffic regulations throughout the city.

 

The Committee approved the preparation of a Traffic Regulation Variation Order to affect the changes to the waiting restrictions in the relevant Traffic Regulation Orders for Dundee as detailed in the report.

 

VIII 20MPH SPEED LIMITS CONSULTATION

 

On a reference to Article IV of the minute of meeting of this Committee of 23rd November, 2015, there was submitted Report No 385-2016 by the Executive Director of City Development informing Committee of the results of a citywide exercise on 20mph speed limits in residential areas that was undertaken during 2016.

 

The Committee:-

 

(i) noted the outcome from the citywide consultation on 20mph speed limits and endorsed its findings. The findings of this report would be used in bringing forward, where appropriate, future 20mph speed limits across the city; and

 

(ii) approved an initial twelve month trial of a 20mph zone (signed only) based around the 'Glens area'.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

 

IX PROPOSED COMPULSORY PURCHASE ORDER OF PROPERTIES AT BUTTERBURN SQUARE, DUNDEE

 

On a reference to Article IV of the minute of meeting of the Housing Committee of 9th March, 2015, there was submitted Report No 390-2016 by the Executive Director of City Development seeking approval to promote a Compulsory Purchase order in respect of five residential properties at Butterburn Square in order to progress implementation of the approved Hilltown Physical Regeneration Framework.

 

The Committee remitted the Head of Democratic and Legal Services to promote a Compulsory Purchase Order in respect of the five residential properties at Butterburn Square, Dundee.

 

X SALE OF LAND, SUMMERFIELD TERRACE, DUNDEE

 

There was submitted Report No 384-2016 by the Executive Director of City Development seeking approval for the disposal of land at Summerfield Terrace, Dundee.

 

The Committee approved the disposal of land, extending to 2.16ha or thereby, at Summerfield Terrace, Dundee, on the terms and conditions detailed in the report.

There was submitted Report No 386-2016 by the Executive Director of City Development detailing commercial leases, licences and rent reviews in respect of the undernoted properties:-

There was submitted Report No 389-2016 by the Executive Director of City Development seeking approval for the disposal of land at Foggyley Gardens, Lochee, Dundee.

 

The Committee approved the disposal of land, extending to 1.96ha or thereby, at Foggyley Gardens, Lochee, Dundee on the terms and conditions detailed in the report.
