The minute of meeting of this Committee of 18th April, 2016 was held as read.

I DECLARATION OF INTEREST
There were no declarations of interest.
II PLANNING APPLICATIONS
(a) 16-00244-PPPL - LAND EAST OF 61 GOTTERSTONE DRIVE - ERECTION OF DETACHED DWELLINGHOUSE - FOR MR JOHN BARRY
It was reported that a request had been received for a deputation to address the Committee relative to objections to the above application. After the deputation had stated their case and answered questions from members of the Committee, they were thanked for their attendance and withdrew.
Thereafter, having considered objections received, the Convener, seconded by Councillor Murray, moved approval of the application, subject to the conditions recommended by the Executive Director of City Development.
As an amendment, Councillor Brennan, seconded by Depute Lord Provost Roberts, moved refusal of the application on the grounds that the erection of a house on the character and environment quality of the Gotterstone Drive streetscape by virtue of the loss of an area of informal open space that enhances the amenity and well-being of the properties and residents it serves. Therefore the proposed development does not enhance the distinct character or identity of Gotterstone Drive and was contrary to Policy 9 (Design of New Housing) of the Dundee Local Development Plan 2014. There were no material considerations that would justify the approval of planning permission.
On a division, there voted for the motion - the Convener, Lord Provost Duncan and Councillors Campbell, Murray and Short (5); and for the amendment - Depute Lord Provost Roberts, Bailies Wright, Borthwick and Scott and Councillors Guild, Black, Cordell, Dawson, Hunter, McDonald, Ross, Keenan, Asif, Brennan, Ferguson and McCready (16) - whereupon the amendment was declared carried and the application refused.
(b) 16-00285-FULL - 133B BROUGHTY FERRY ROAD - ERECTION OF SECURE SITE ACCOMMODATION BUILDING - FOR M & H PROPERTIES
The Committee acceded to a request for a deputation to address the Committee relative to objections to the above application. After the deputation had stated its case and answered questions from members of the Committee, it was thanked for its attendance and withdrew.
Thereafter, having considered objections received, the Convener, seconded by Councillor Murray, moved approval of the application, subject to the conditions recommended by the Executive Director of City Development.
As an amendment, Councillor Brennan, seconded by Depute Lord Provost Roberts, moved refusal of the application on the grounds that the proposed secure site accommodation building by virtue of scale, design and massing would adversely impact on the appearance of the Broughty Ferry Road streetscape to the detriment of the amenity of neighbouring residential properties. The proposed development was contrary to the requirements of Policies 7 (High Quality Design) and 16 (Small Scale Commercial Uses within Residential Areas) of the Dundee Local Development Plan 2014. There were no material considerations that would justify approval of planning permission.
On a division, there voted for the motion - the Convener, Councillors Campbell, Dawson, Murray, Short and Asif (6); and for the amendment - Lord Provost Duncan, Depute Lord Provost Roberts, Bailies Wright, Borthwick and Scott and Councillors Guild, Black, Cordell, Hunter, McDonald, Ross, Keenan, Brennan, Ferguson and McCready (15) - whereupon the amendment was declared carried and the application refused.
III DELEGATED ITEMS
There was submitted Agenda Note AN42-2016 advising that from 24th March, 2016 to 24th May, 2016, 47 applications were decided under delegated powers. Six of these applications attracted objections and all six applications were refused.
