III DECLARATION OF POLL - WARD 5 - MARYFIELD

 

It was reported, for information and record purposes, that following the counting of votes on 31st March, 2016, the undernoted member had been declared to have been duly elected to serve as a Councillor for Ward 5 - Maryfield.

 

Lynne Short, Scottish National Party (SNP) - elected at Stage 3 - (turnout 24.18%).

 

IV APPOINTMENTS

 

Following the resignation of Councillor Melville, the Council made the undernoted appointments:-

 

(i) Scrutiny Committee - Councillor Lynn

(ii) Association for Public Sector Excellence - Councillor Alexander

(iii) Development of Social Enterprise in Dundee Development Board - Councillor Short

(iv) Dovetail Enterprises - Lord Provost Duncan

 

It was reported that Councillor Alexander intended to resign from the undernoted bodies and therefore the Council made the undernoted appointments:-

 

(v) Tayside Contracts Joint Board - Councillor Short

(vi) Tayside Valuation Joint Board - Councillor Short

 

The Lord Provost agreed that the undernoted item of business be considered as a matter of urgency in terms of Standing Order No 17(b) in view of the timescales involved.

 

V THE FIFTH REVIEW OF LOCAL GOVERNMENT BOUNDARY ARRANGEMENTS

 

The Council agreed to hear a deputation from the West Ferry Residents' Action Group and after they had stated their case and answered questions they were thanked for their attendance and withdrew.

 

On a reference to Article III of the minute of meeting of the City Council of 18th May, 2016, there was submitted Agenda Note AN41-2016 intimating that the Chief Executive had received a letter from the Local Government Boundary Commission for Scotland advising that they were preparing their report and had asked the Council if it wished to make any further comments on their proposals before the report was finalised.

 

Councillor Guild, seconded by Councillor Dawson, moved that the Council should advise the Local Government Boundary Commission for Scotland that it does not wish any changes to be made to the current number of elected members on Dundee City Council or the current Ward boundaries.

 

As an amendment, Bailie Scott, seconded by Councillor Bidwell, moved approval of the above subject to the undernoted:-

 

Should the Commission be minded to proceed with recommending an increase in Councillor numbers or, alternatively, not proceed but still make adjustments to Ward boundaries, the position of Dundee City Council would be to support the retention of the existing boundary of the Ferry Ward.

 

On a division, there voted for the motion - Councillors Guild, Alexander, Black, Bowes, Campbell, Cordell, Dawson, Hunter, Lynn, McDonald, Murray, Ross, Short, Bailie Sawers, Lord Provost Duncan and Depute Lord Provost Roberts (16); and for the amendment - Councillors Keenan, Asif, Bidwell, Brennan, Cruickshank, Ferguson, Gordon, McCready, McGovern, Macpherson, Bailies Wright, Borthwick and Scott (13) - whereupon the motion was declared carried.
