II ARRANGEMENTS FOR MANAGING HIGH RISK OFFENDERS

 

There was submitted Report No 23-2016 by the Head of Service, Strategy, Integration, Performance and Support Services summarising the eighth annual report on arrangements for managing high risk offenders across Tayside and covering the period 1st April, 2014 - 31st March, 2015. The report also summarised the findings of the recently published thematic review of MAPPA which was carried out by her Majestys Inspectorate of Constabulary (HMIS) and the Care Inspectorate and outlined plans to extend Multi-Agency Public Protection Arrangements (MAPPA) to certain violent offenders from April, 2016.

 

The Management of Offenders etc (Scotland) Act 2005 introduced a statutory duty on Responsible Authorities - Local Authorities, Scottish Prison Service (SPS), Police Scotland and Health Boards - to establish joint arrangements for the assessment and management of the risk of harm posed by certain offenders. The Responsible Authorities were required to keep the arrangements under review and publish an annual report.

 

The Committee agreed:-

 

(i) to note the content of the report, and the MAPPA report which was attached to the report as an appendix and the good practice in respect of risk assessment and risk management;

 

(ii) to instruct the Executive Director of Children and Families Service to present such reports to Committee on an annual basis which, in future, would provide details about certain violent offenders; and

 

(iii) to conclude that MAPPA continued to be effective.
