II RE-DESIGNING THE COMMUNITY JUSTICE SYSTEM: A CONSULTATION ON PROPOSALS
Reference was made to Article VI of the minute of meeting of the Policy and Resources Committee held on 11th March, 2013, wherein a report was submitted in relation to Redesigning the Community Justice System - A Consultation on Proposals.
There was submitted Report No 259-2014 by the Director of Social Work updating the Committee on the consultation and Government proposals to create a new national statutory body, provisionally named Community Justice Improvement Scotland (CJIS), to provide leadership and direction in community justice; to direct Community Planning Partnerships (CPPs) to plan and coordinate community justice services locally; and to create a National Hub for Community Justice Innovation, Learning and Development.
The Committee agreed:-
(i) to note the detail of the proposed new model and, in particular, the respective roles and responsibilities of the Government, CJIS and CPPs, the relationship between the Government, CJIS and CPPs, the abolition of Community Justice Authorities and transitional arrangements as outlined in paragraphs 4.2.1, 4.2.2, 4.2.3 of the report;
(ii) to approve the Council response to the new Community Justice model, which appeared to have a number of strengths which would help build on service improvements in Dundee whilst also including comment on areas which required further clarity and which was attached as an appendix to the report; and
(iii) to instruct the Director of Social Work to work with the CJA, CPP and key statutory and third sector partners to facilitate the transition to the new arrangements and provide an update report in 12 months.
III THE REVISED FINANCIAL SECTION OF THE FOSTER CARERS HANDBOOK AND FOSTERING AND ADOPTION FEES AND ALLOWANCES 2014/2015
This item of business was withdrawn.
IV DUNDEE REGISTERED CARE HOME SERVICES FOR ADULTS
There was submitted Report No 257-2014 by the Director of Social Work summarising the gradings awarded by the Care Inspectorate to Dundee registered care homes for adults in the period 1st April, 2013 to 31st March, 2014.
The Committee agreed:-
(i) to note the gradings awarded, as detailed in the Performance Report attached to the report and highlighted in paragraph 4.3 of the report; and
(ii) to endorse the approach to achieve continuous improvement to registered care home services within Dundee, as outlined in paragraph 4.4 of the report.
