I MEMBERSHIP
The Forum agreed to appoint Pete Harvey as a member of the Forum representing the Licensed On‑trade sector.
II ELECTION OF CONVENER
The Forum elected Pete Harvey as Convener of the Forum.
III MINUTE OF MEETING OF DUNDEE LICENSING FORUM OF 5TH MARCH, 2013
The minutes were submitted and approved.
IV MATTERS ARISING
There were no matters arising which were not covered elsewhere on the agenda.
V OVERPROVISION/COMMUNITY CONSULTATION - UPDATE
It was reported that consultation with Community groups and local communities was on-going. There had been an excellent response with considerable local interest in the issues. Areas targeted included Broughty Ferry, East End, Coldside and Maryfield. Issues that had emerged to date included:-
- more engagement between communities and the Licensing Board about specific licensing decisions, at an early stage; and
- extension of opening hours.
The on-line questionnaire would go live shortly and would be widely advertised to ensure maximum take-up.
Overall, it was expected that the group would have a considerable body of information by the end of the consultation process. A report would be submitted to the next meeting of the Forum for discussion of how to progress the issues identified in partnership with the Board.
VI VIOLENCE AGAINST WOMEN AND LICENSING
There was submitted a paper prepared by the Violence Against Women Partnership (VAWP) outlining what it perceived to be key links between violence against women and alcohol licensing.
The two main issues they had asked the Forum to consider were:-
- commercial sexual exploitation; and
- domestic abuse and sexual violence.
The Forum welcomed further discussion and information sharing between members and agreed to invite Kathryn Sharp (VAWP) to the next meeting.
VII AOCB - CONSULTATION ON PROPOSED AMENDMENT TO ON-SALE TRADING HOURS
Reference was made to a letter sent out to all members of the Forum relative to a consultation exercise by the Licensing Board as to whether it should amend its existing policy on trading hours for On-Sale Premises Licences granted under the Licensing (Scotland) Act. Holders of Premises Licences had been similarly contacted.
There was considerable discussion of the matter and it was apparent that there was a range of viewpoints. Members of the Forum were able to respond on behalf of the organisations they represent or as holders of premises licences.
It was agreed that the Forum should respond as a body notwithstanding the different views of individual members. Members would be asked to submit comments and these would be collated into an overall response.
These responses were requested by 15th July, 2013 in order to allow sufficient time to prepare a response to the Board by its deadline of 31st July, 2013.
VII ALCOHOL FOCUS SCOTLAND - NATIONAL LICENSING CONFERENCE
It was reported that the National Licensing Conference would take place on Monday, 9th September, 2013 in Glasgow. The theme of this years conference is What difference does one more make? Developing a deeper understanding of overprovision in day to day decision making. Further details and the booking form are available on the Alcohol Focus Scotland website. Members were asked to contact the Secretary if they wished to attend.
