At a MEETING of the DUNDEE LICENSING FORUM held at Dundee on 2nd September, 2008.

I LICENSING AND PUBLIC HEALTH - PRESENTATION

 

Dr Kirsty Licence, Consultant in Public Health Medicine, NHS Tayside gave a presentation on the relationship between alcohol misuse and public health, and how public health agencies could contribute towards furthering the five licensing objectives.

 

There followed questions from members of the Forum and a considerable discussion of the issues.

 

Details of the presentation are appended to this minute (Appendix I), together with a copy of the response from NHS Tayside to the Scottish Government's recent consultation paper "Changing Scotland's Relationship with Alcohol - A Discussion Paper on our Strategic Approach". (Appendix 2).

III MINUTE OF MEETING OF DUNDEE LICENSING FORUM SUB-COMMITTEE OF 23RD JULY, 2008

IV CHANGING SCOTLANDS RELATIONSHIP WITH ALCOHOL - A DISCUSSION PAPER ON OUR STRATEGIC APPROACH

 

Reference was made to the above mentioned document which had been circulated to all members of the Forum in July. Responses to the Scottish Government had been requested by 9th September, 2008.

 

It was reported that a Sub-Committee of the Forum met on 23rd July, 2008 to discuss this document. (See item 2 above) and produced a draft response.

 

The Forum considered this draft response in detail and made a number of amendments.

 

It was agreed to forward this, subject to the agreed amendments, to the Scottish Government as the Forum's response to the consultation document.

 

A copy of the final response is attached. (Appendix 3).

 

V PASS - YOUNG SCOT NATIONAL ENTITLEMENT CARD

 

There was submitted a letter from Young Scot Enterprise asking the Forum to consider ways in which they could promote the use of the above-mentioned Card.

 

The Forum agreed to invite a representative of Young Scot Enterprise to speak to a future meeting of the Forum in this connection.

 

VI SALE OF ALCOHOL MULTI-PACKS

 

This item had been placed on the agenda at the request of Gerry Morrison. He expressed concern regarding the increasingly common practice of alcohol manufacturers of changing the size of containers/number of containers in a box, particularly for off-sales. He felt this lack of uniformity could mislead customers and cause confusion.

 

Discussion on this matter followed. It was felt that the proposed minimum pricing policy, using price per unit, would go some way to addressing this problem, although it was felt that the suggested minimum price required to be considerably higher than the suggested 35p to be effective. It was also felt that very clear pricing in off-sales, giving clear information about price per unit and/or volume, was essential.

 

VII FUTURE MEETINGS

 

It was agreed that an additional meeting would be held on Tuesday, 18th November at 2.00 pm.

 

The next scheduled meeting, which was the Joint Meeting with the Licensing Board, would take place on Tuesday, 2nd December, 2008. This and all future meetings would commence at 2.00 pm not 3.00 pm as previously.
