I DECLARATION OF INTEREST

 

No declarations of interest were made.

 

II MINUTE OF MEETING OF CASES SUB-COMMITTEE

 

The minute of meeting of the Cases Sub-Committee held on 13th June, 2013, was submitted and noted for information and record purposes, a copy of which is attached to this minute as an Appendix.

 

III COMMISSION ON WOMEN OFFENDERS

 

Reference was made to Article IV of the minute of meeting of this Committee held on 20th August, 2012, wherein the findings from the Commission on Women Offenders were summarised and the approach being taken locally was detailed and it was agreed that a progress report be provided within a year.

 

Reference was also made to Article VI of the minute of meeting of the Policy and Resources Committee held on 11th March, 2013, wherein the position of Dundee City Council on the national consultation on the reform of community justice was approved.

 

There was submitted Report No 269-2013 by the Director of Social Work summarising key developments and advising of additional funding to support further expansion of the approach. Members were reminded that the Commission made a total of 37 recommendations which placed a focus on the development of multi-agency centres to co-ordinate and deliver a consistent range of services to women across the criminal justice system, alongside wider structural reform in the management, commissioning and delivery of adult offender services. It was anticipated that the outcome of the consultation on the reform of community justice would be announced later in the year.

 

The Committee agreed:-

 

(i) to note the additional funding awarded by the Scottish Government to develop services for women offenders as described in paragraph 3.0 of the report and endorse the approach being taken locally; and

 

(ii) to require the Director of Social Work to progress the establishment changes outlined in paragraph 4.4 of the report.

 

IV DUNDEE REGISTERED CARE HOME SERVICES FOR ADULTS

 

There was submitted Report No 270-2013 by the Director of Social Work summarising for the Committee the gradings awarded by the Care Inspectorate to Dundee registered care homes for adults in the period 1st April, 2012 to 31st March, 2013.

 

The Committee agreed:-

 

(i) to note the gradings awarded, as detailed in the Performance Report attached to the report and highlighted in paragraph 4.3 of the report; and

 

(ii) to endorse the approach to achieve continuous improvement to registered care home services within Dundee, as outlined in paragraph 4.4 of the report.

 

V NATIONAL CARE HOME FEE SETTLEMENT 2013-2014

 

There was submitted Report No 299-2013 by the Director of Social Work informing of the outcome of negotiations between COSLA, the Scottish Government and care home providers in relation to the ongoing development of the National Care Home Contract (NCHC) settlement for 2013/2014.

 

The Committee agreed:-

 

(i) to note that agreement had been reached between Scottish Care, the providers' representatives and COSLA to increase the care home headline fee rate by 2.5% for 2013/2014, backdated to 8th April, 2013; and

 

(ii) to the rates for payment to independent sector care home providers in 2013/2014 as indicated in Appendix 1 of the report.
