I DECLARATION OF INTEREST

 

No declarations of interest were made.

 

II REGISTERED CARE HOME SERVICES FOR ADULTS

 

There was submitted Report No 471-2012 by Director of Social Work summarising the gradings awarded by the Care Inspectorate to Dundee care homes in the periods 1st April, 2010 to 31st March, 2011 and 1st April, 2011 to 31st March, 2012.

 

The Committee agreed:-

 

(i) to note the gradings awarded, as detailed in the Performance Reports, which were attached to the report and highlighted in paragraphs 4.3 and 4.4 of the report; and

 

(ii) to endorse the approach to achieve continuous improvement to registered care home services within Dundee, as outlined in paragraph 4.5, of the report.

 

III REPORT ON ARRANGEMENTS FOR MANAGING HIGH RISK OFFENDERS

 

There was submitted Report No 472-2012 by Director of Social Work summarising the fifth Annual Report on arrangements for managing high risk offenders across Tayside and covered the period 1st April, 2011 to 31st March, 2012.

 

It was reported that the Management of Offenders etc (Scotland) Act 2005 introduced a statutory duty on Responsible Authorities Local Authorities, Scottish Prison Service (SPS), Police and Health to establish joint arrangements for the assessment and management of the risk posed by certain offenders who posed a risk of harm to the public. The Responsible Authorities were required to keep the arrangements under review and publish an annual report.

 

Within Scotland the implementation of MAPPA had been a phased approach and currently extended to Registered Sex Offenders (RSO) and Restricted Patients (RPs) only.

 

Restricted Patients (RPs) were defined within the Management of Offenders etc (Scotland) Act 2005 as persons who by virtue of their mental health were confined for treatment under current Mental Health legislation.

 

Work continued on a national basis to agree the arrangements for violent offenders, however, partners continued to work co-operatively in relation to violent offenders and risk management meetings were held within each local authority area on certain violent offenders.

 

The Committee agreed:-

 

(i) to note the contents of the report and the fifth annual report which was attached to the report as an appendix and the on-going developments in relation to high risk offenders;

 

(ii) to instruct the Director of Social Work to inform Committee of any developments in relation to violent offenders;

 

(iii) to instruct the Director of Social Work to present such reports to Committee on an annual basis; and

 

(iv) to conclude, that on the basis of the information provided, MAPPA continued to work well across Tayside.
