I PLANNING APPLICATIONS
(a) 11-00733-FULM - PHASE 2 - MILL O'MAINS - DEMOLITION OF NINE FLAT/MAISONETTE BLOCKS AND SEVEN LOCK-UPS AND CONSTRUCTION OF 60 NEW HOUSES AND TEN FLATS WITH ASSOCIATED PARKING AND BOUNDARY TREATMENTS - FOR HOME SCOTLAND
Councillors Bidwell and Gordon declared a non-financial interest in this item, the former by virtue of being the Chairman, the latter by being a member, of the Area Committee of Home Scotland.
It was reported that a request had been received for a deputation to address the Committee in support of the above application.
After considering objections received, the Committee approved the application subject to the conditions recommended by the Director of City Development and, in the circumstances, declined to hear the deputation.
(b) 11-00629-FULL - LOCK-UPS, CHURCHILL PLACE, BROUGHTY FERRY - PROPOSED HOUSING DEVELOPMENT (18 FLATS) - FOR FERRIER HOLDINGS LTD
After considering objections received, the Committee approved the application subject to the conditions recommended by the Director of City Development and subject to an obligation under Section 75 of the Town and Country Planning (Scotland) Act 1997 (as amended) between the Council and parties with appropriate interests in the land being recorded. This obligation would relate to the provision of properties for intermediate rent in accordance with the terms and conditions of the National Housing Trust.
(c) 11-00739-FULL - 160 OLD GLAMIS ROAD - PROPOSED OUTDOOR SOCCER PITCH WITH ENCLOSURE AND FLOODLIGHTING - FOR NORTHWIND LEISURE (DUNDEE) LTD
The Committee approved the application subject to the condition recommended by the Director of City Development.
(d) 12-00020-FULL - HILLTOWN COURT, HILLTOWN TERRACE - INSTALLATION OF THREE EXISTING AND FOUR ADDITIONAL TELECOMMUNICATIONS ANTENNA ON NEW ROOFTOP, SUPPORT FRAMES AND ADDITIONAL EQUIPMENT CABINET - FOR EVERYTHING, EVERYWHERE UK LTD
The Committee approved the application subject to the condition recommended by the Director of City Development.
(e) 12-00016-FULL - WHITFIELD PARISH CHURCH, HADDINGTON CRESCENT - ERECTION OF SIX FACE MOUNTED ANTENNA PLUS ONE GROUND LEVEL CABINET - FOR VODAFONE/TELEFONICA
The Committee refused the application on the grounds that:-
(i) the proposed antenna by virtue of their design, location and finish will appear as obvious and unsympathetic additions to the existing Whitfield Parish Church building and therefore will adversely affect the appearance of the existing church building. The proposals are contrary to the requirements of Policy 1 (Vibrant and Sustainable Communities) of the Dundee Local Plan Review 2005 and Policies 1 and 15 of the Councils Non-Statutory Planning Policies in Relation to Telecommunications and Other Apparatus Nov 2007. There are no other material considerations that would justify laying aside the provisions of the Development Plan to grant planning permission; and
(ii) by virtue of design, location and finish the proposed antenna shall have an adverse impact on the visual amenity of the existing Whitfield Church building and consequently the outlook of neighbouring residential properties. The proposals are therefore contrary to the requirements of Policy 1 (Vibrant and Sustainable Communities) of the Dundee Local Plan Review 2005. There are no material considerations that would justify laying aside the provisions of the Development Plan to grant planning permission.
(f) 12-00022-FULL - LAND TO EAST OF WINDMILL TOILETS, CASTLE LANE, BROUGHTY FERRY - CHANGE OF USE TO ACCOMMODATE ICE‑CREAM/REFRESHMENTS MOBILE UNIT - FOR DUNDEE CITY COUNCIL
The Committee approved the application subject to the condition recommended by the Director of City Development.
(g) 12-00073-FULL - UNIT 1, FARADAY COURT, DRYBURGH INDUSTRIAL ESTATE - TEMPORARY CHANGE OF USE FROM DRIVING STANDARDS AGENCY TEST CENTRE TO ADULTS SKILL CENTRE AND ERECTION OF PORTACABIN FOR STORAGE OF EQUIPMENT - FOR DUNDEE CITY COUNCIL
The Committee approved the application subject to the conditions recommended by the Director of City Development.
II DELEGATED ITEMS
There was submitted Agenda Note AN39-2012, advising the Committee that from 22nd January to 21st February, 2012, 38 applications were decided under delegated powers. Nine of these applications attracted objections and, of these, five were approved and four were refused.
The Committee noted accordingly.
