I CASES SUB-COMMITTEE - MINUTE OF PREVIOUS MEETING

 

The minute of meeting of the Cases Sub-Committee held on 6th October , 2011 was submitted and noted for information and record purposes, a copy of which is attached to this minute as an Appendix.

 

II THE CHIEF SOCIAL WORK OFFICER ANNUAL REPORT 2011

 

There was submitted Report No 363-2011 by the Director of Social Work informing on the role and function of the Chief Social Work Officer (CSWO). The national report - Changing Lives which examined the fitness for purpose of Social Work in the 21st century recommended that CSWO prepared an annual report.

 

The Committee agreed:-

 

(i) to note the annual report for 2011 which was attached to the report; and

 

(ii) to remit the Chief Social Work Officer to provide further reports on an annual basis.

 

III REGISTERED CARE SERVICES

 

There was submitted Report No 468-2011 by the Director of Social Work summarising the gradings awarded by the Care Inspectorate for the registered care services within Dundee City Council Social Work Department in the period 1st April, 2010 to 31st March, 2011.

 

The Committee agreed:-

 

(i) to note the high quality of gradings awarded as detailed in the Performance Report attached to the report; and

 

(ii) to remit to the Director to determine the approaches necessary to achieve continuous improvement both within and across the Department's registered services.

 

IV THE ANNOUNCED INSPECTION OF DUNDEE COMMUNITY LIVING - HOUSING SUPPORT SERVICE AND SUPPORT SERVICE: CARE AT HOMEBY THE CARE INSPECTORATE ON 13TH JUNE, 16TH JUNE, 22ND JUNE AND CONCLUDED ON 29TH JUNE,

 

There was submitted Report No 742-2011 by the Director of Social Work on the findings of the announced inspection by the Care Inspectorate of Dundee Community Living.

 

The Committee agreed to note the contents of the report.

APPENDIX

 

At a MEETING of the CASES SUB-COMMITTEE OF THE SOCIAL WORK AND HEALTH COMMITTEE held at Dundee on 6th October, 2011.

The Convener agreed that the undernoted items of business be considered as a matter of urgency in terms of Standing Order No 17(b) in view of the timescales involved.

 

The Sub-Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraph 3 of Part I of Schedule 7A of the Act.

 

I PURCHASE OF HEALTH AND SOCIAL CARE SERVICES WHICH EXCEEDS THE APPROVED NATIONAL CARE HOME RATE

 

There was submitted Report No 463-2011 by the Director of Social Work requesting approval for funding for a service user to receive a 24/7 specialised health and social care provision for up to four weeks within his own home following discharge from an acute hospital setting.

 

The Sub-Committee agreed:-

 

(i) that this funding be approved as an interim measure in order to support the service user's discharge from hospital;

 

(ii) to note that an ongoing review would take place between Health and Social Work colleagues in order to ensure the transition and balance of support was managed efficiently and in line with the service user's identified health and social care needs;

 

(iii) to note that a further report would be brought back to a meeting of this Sub-Committee during week four of the care package outlining the service user's longer-term care requirements and associated financial implications.

 

II PURCHASE OF PLACEMENT WHICH EXCEEDS THE APPROVED NATIONAL CARE HOME RATE

 

There was submitted Report No 464-2011 by the Director of Social Work requesting approval of funding for services required to support a service user at The Dalguise Centre, The Grange, Balbeggie. The Dalguise Centre provided residential care for individuals who displayed challenging behaviours.

 

The Sub-Committee agreed that funding be secured for the service user to be placed at The Dalguise Centre, Balbeggie, on a permanent basis.
