The minute of meeting of this Committee of 27th June, 2011 was held as read.

I MONITORING OF ROAD TRAFFIC REDUCTION TARGETS

 

There was submitted Report No 364-2011 by the Director of City Development advising the Committee of the Council's progress towards road traffic targets that had been set under the Road Traffic Reduction Act 1997.

 

The Committee noted the Council's progress towards the 2021 target, which was to ensure that traffic did not increase in the city centre by 25% by 2021, compared to 1996 levels during the morning and afternoon peak periods. It noted that the Council was on schedule to achieve this target by the year 2021 and that officers would continue to monitor traffic levels within the city.

 

II STREET LIGHTING PARTNERSHIP

 

There was submitted Report No 335-2011 by the Director of City Development giving an update on the progress and performance of the Street Lighting Partnership with Tayside Contracts in respect of the delivery of the street lighting services to 31st March, 2011.

 

The Committee noted the contents of the report and agreed that the Director of City Development be remitted to report back annually to the Committee with the ongoing progress of the Partnership.

 

III TRAFFIC ORDERS ETC

 

There was submitted Agenda Note AN133-2011 advising the Committee of the undernoted traffic orders:-

 

(a) DUNDEE CITY COUNCIL (EARL GREY PLACE, DUNDEE) (ONE-WAY) ORDER 2011

 

Reference was made to Article III of the minute of meeting of this Committee of 25th April, 2011, wherein the Committee authorised the preparation of an Order to allow for the Waterfront Masterplan to be implemented, facilitating the next stage of the redevelopment of Dundee Central Waterfront.

 

It was reported that the proposed Order had been duly drafted and, during the statutory consultation period, no objections had been received.

 

The Committee therefore authorised publication of the Order as drafted.

 

(b) DUNDEE CITY COUNCIL (YARROW TERRACE AND AMBLESIDE AVENUE, DUNDEE) (VARIATION OF SCHOOL KEEP CLEAR) ORDER 2011

 

Reference was made to Article IV of the minute of meeting of this Committee of 25th April, 2011, wherein the Committee authorised the preparation of an Order to increase safety for children at Jessie Porter Nursery and Menzieshill High School.

 

It was reported that the proposed Order had been duly drafted and, during the statutory consultation period, no objections had been received.

 

The Committee therefore authorised publication of the Order as drafted.

 

(c) DUNDEE CITY COUNCIL (MILL O'MAINS AREA, DUNDEE) (STOPPING-UP) ORDER 2011

 

Reference was made to Article V of the minute of meeting of this Committee of 25th April, 2011, wherein the Committee authorised the preparation of an Order to stop-up lengths of roads, footpaths and footways situated in the Mill O'Mains areas, to facilitate the construction of a new housing development.

 

It was reported that the Order had been duly prepared and advertised in the Evening Telegraph and Post and the Edinburgh Gazette, and the relevant statutory undertakers had been consulted. No objections had been received.

 

The Committee therefore authorised and confirmed the Stopping-Up Order, and authorised formal publication of the confirmation, after which the Order would become operative.

 

IV GENERAL SCHOOL STRUCTURAL WORKS

 

There was submitted Agenda Note AN127-2011 advising that, as part of a rolling programme of Education Department property maintenance, the City Engineer had been remitted to manage and prioritise structural improvements to the Council's portfolio of school properties. The works this year comprised external and internal improvements to twelve schools. For safety reasons, it was considered best practice to carry out these works during the school summer holidays.

 

It was reported that given the limited timescales, the Chief Executive and the City Engineer, after consultation with the Convener and Spokespersons of the other Groups, had accepted an offer from Anderson Specialist Contracting. The contract amount was for 30,546.50, which together with non‑contract allowances of 17,600, allowances of 7,100 for City Engineer's fees, and 4,999.50 for contingencies, made a total expenditure of 60,246.

 

The Committee noted accordingly.

 

V TENDERS RECEIVED BY CITY ENGINEER

 

There was submitted Report No 352-2011 by the City Engineer detailing offers received in respect of the demolition of Tayside House, Podium Block and Olympia Walkway.

 

The Committee agreed to accept the lowest offer in the sum of 1,234,567, to which required to be added allowances amounting to 403,657, giving a total of 1,638,244.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.

X COMPENSATION TO DUNDEE INDUSTRIAL HERITAGE FOR LOSS OF CAR PARK INCOME FROM OLYMPIA CAR PARK

 

There was submitted Report No 389-2011 by the Director of City Development, seeking approval for Dundee City Council, acting on behalf of the Dundee Waterfront Project, to provide a package of compensation to Dundee Industrial Heritage Ltd, (DIG) for the loss of car park income from the Olympia Car Park which was required for the implementation of the Central Waterfront Development.

 

The Committee approved the compensation package, as detailed in the note.
