I REGENERATION AREA MULTI-STOREY FLAT HEATING SYSTEM
Councillor Will Dawson declared a non-financial interest by virtue of being an employee of Scottish and Southern Energy.
There was submitted Report No 568-2009 by the Director of Housing outlining proposals for a heating scheme to assist tenants who remain in multi-storey flats scheduled for demolition for longer than anticipated.
The Committee agreed to implement a heating allowance scheme which would pay, subject to conditions, 50 per month during the five month period November 2009 to end March 2010 to tenants resident in multi-storey flats contained within the current demolition programme. These would include the blocks at Derby Street, Maxwelltown and Menzieshill.
II STRATEGIC HOUSING INVESTMENT PLAN 2010/2015
There was submitted Report No 527-2009 by the Director of Housing seeking approval of the Strategic Housing Investment Plan 2010/2015.
The Committee approved the Strategic Housing Investment Plan 2010/2015.
III WIDER ROLE ALLIANCE FUNDING APPLICATION FOR ADDITIONAL DEEAP STAFF
There was submitted Report No 601-2009 by the Director of Housing outlining the need for enhanced energy efficiency advice in the City, funded through the Dundee Wider Role Alliance to increase staffing levels in the Dundee Energy Efficiency Advice Project (DEEAP).
The Committee agreed:-
(i) to the expansion of the Dundee Energy Efficiency Advice Project (DEEAP) provision in the City;
(ii) a Service Level Agreement (SLA) with Dundee Wider Role Alliance (DWRA) to enhance current DEEAP service provision in the City; and
(iii) that the projects meet the criteria, ie to spend the funds on energy efficiency works or services in line with the SLA.
IV SUPPLY OF NEW GROUND MAINTENANCE AND FORESTRY PLANT 2009/2010
There was submitted Report No 588-2009 by the Director of Contract Services for the purchase of new ground maintenance and forestry plant.
The Committee agreed to accept the tenders detailed in Appendix 1 of the report which were considered to demonstrate "best value" for the Council.
V KIRK STREET 1ST DEVELOPMENT - ROUGHCAST RENEWAL/EXTERNAL INSULATION - EXTENSION TO CONTRACT
There was submitted Report No 602-2009 by the City Architectural Services Officer requesting approval to extend the existing contract relative to the above.
The Committee agreed to extend the existing contract and incur estimated additional expenditure of approximately 304,566 including allowances.
VI PROVISION OF NEW BUILD COUNCIL HOUSING
There was submitted Report No 592-2009 by the City Architectural Services Officer seeking Committee approval to appoint three preferred contractors to provide the individual projects with a total of 74 new houses within the current phase of the new build Council housing programme.
The Committee approved the appointment of Muirfield Contracts, Stewart Milne Construction and Brown Construction as the contractors to deliver individual new build Council housing projects under the partnership model and to the Agreed Maximum Price levels (AMPs) detailed within the report.
