I REPORT ON ARRANGEMENTS FOR MANAGING HIGH RISK OFFENDERS
There was submitted Report No 586-2009 by the Director of Social Work, summarising the second annual report on arrangements for managing high risk offenders across Tayside and convened the period 1st April, 2008 to 31st March, 2009.
The Management of Offenders etc (Scotland) Act 2005 introduced a statutory function for responsible authorities - Local Authorities, Scottish Prison Service (SPS), Police and Health to establish joint arrangements for the assessment and management of the risk posed by certain offenders who posed a risk of harm to the public. The responsible authorities were required to keep the arrangements under review and publish an annual report.
The introduction of Multi-Agency Public Protection Arrangements (MAPPA) across Scotland in April 2007 introduced a consistent approach to the management of offenders. In Scotland the implementation of MAPPA had been phased and currently extended to registered sex offenders and, with effect from April 2008, restricted patients.
Work continued on a national basis to agree the arrangements for violent offenders. Local partners continued to work co-operatively in relation to violent offenders. However, there were no immediate plans to extend MAPPA arrangements to include violent offenders.
The Committee agreed:-
(i) to note the contents of the report and the ongoing developments in relation to high risk offenders;
(ii) to instruct the Director of Social Work to inform the Committee of any developments in relation to violent offenders; and
(iii) to instruct the Director of Social Work to present such reports to Committee on an annual basis.
II DUNDEE JOINT DEMENTIA STRATEGY AND COMMISSIONING FRAMEWORK 2010/2013
There was submitted Report No 585-2009 by the Director of Social Work, recommending the approval of the Dundee Joint Dementia Strategy and Commissioning Framework 2010/2013.
The Committee agreed:-
(i) to endorse the Dundee Joint Strategy ad Commissioning Framework; and
(ii) to the service redesign and commissioning recommendations as outlined in the report.
III ADOPTION ALLOWANCE SCHEME
There was submitted Report No 587-2009 by the Director of Social Work, informing of the legislative changes relating to local authority adoption allowance schemes and the proposals for a revised scheme in Dundee.
The Committee agreed to note the contents of the report and approved the proposals therein.
IV MINOR CAPITAL WORKS 2009/2010
There was submitted Report No 584-2009 by the Director of Social Work, seeking approval for the City Architectural Services Officer to obtain offers, tenders, or negotiate partnerships and for the Depute Chief Executive (Support Services), in conjunction with the Director of Social Work, to accept these offers, tenders or partnership agreements for Minor Capital Works up to a total cost of 38,000.
The Committee agreed:-
(i) to instruct the City Architectural Services Officer to obtain offers, tenders or partnership agreements for the Minor Capital Works detailed in Appendix 1 of the report; and
(ii) to instruct the Depute Chief Executive (Support Services), in conjunction with the Director of Social Work, to accept the offers, tenders or partnership agreements as recommended by the City Architectural Services Officer for these works to be undertaken.
