I ANNUAL REVIEW OF THE SOCIAL WORK DEPARTMENT SERVICE PLAN 2007/2011

 

There was submitted Report No 339-2009 by the Director of Social Work on the first annual review of the Social Work Department Service Plan 2007/2011.

 

The Committee agreed:-

 

(i) to note the content of the report;

(ii) to the inclusion of new projects and the removal of abandoned projects; and

(iii) to extensions of time for behind schedule projects.

 

II PERFORMANCE INSPECTION FINAL REPORT - DUNDEE CITY COUNCIL SOCIAL WORK DEPARTMENT

 

Reference was made to Article I of the minute of meeting of this Committee of 10th December, 2007 and Article I of the minute of meeting of this Committee of 9th June, 2008.

 

There was submitted Report No 254-2009 by the Director of Social Work informing of the conclusion of the formal inspection process by the Social Work Inspection Agency (SWIA) on the Performance Inspection of Social Work Services (in) Dundee City Council.

 

The Committee agreed:-

 

(i) to note the contents of the report; and

 

(ii) to instruct the Director of Social Work to add items identified in the final report on the Action Plan as not fully implemented into the Departments performance management system.

 

III SOCIAL WORK DEPARTMENT PANDEMIC INFLUENZA CONTINGENCY PLANNING

 

There was submitted Report No 341-2009 by the Director of Social Work informing of the contents of the Social Work Pandemic Influenza Contingency Plan and the work ongoing in relation to this.

 

The Committee agreed:-

 

(i) the Flu Pandemic Plan; and

 

(ii) that the Director of Social Work ensure that the Plan was fully implemented if a pandemic was declared, and take steps to continually review and update flu pandemic planning in line with national guidance.

 

IV ELECTRONIC SUBMISSIONS OF MHO APPLICATIONS TO THE MENTAL HEALTH TRIBUNAL FOR SCOTLAND(MHTS)

 

There was submitted Report No 294-2009 by the Director of Social Work advising of the statutory responsibility of Mental Health Officers on behalf of the local authority to ensure applications under the Mental Health (Care and Treatment) (Scotland) Act 2003 were received by the MHTS within timescales set by statute. The report also advised of the agreement Dundee City Council, Social Work Department had with NHS Tayside to submit the applications electronically on our behalf which resulted in speedy and efficient delivery.

 

The Committee agreed to the arrangement with NHS Tayside Mental Health Act Administration Services to e-mail via a secure network applications under the Mental Health (Care and Treatment) (Scotland) Act 2003 on behalf of Dundee City Council.

 

V REGISTERED CARE SERVICES

 

Reference was made to Article I of the minute of meeting of this Committee of 14th April, 2008.

 

There was submitted Report No 338-2009 by the Director of Social Work summarising for the Committee the findings and gradings awarded by the Care Commission to the Departments registered care services in the first year of the grading system.

 

The Committee agreed:-

 

(i) to note the high quality of gradings awarded; and

 

(ii) that the individual reports would now go to the Scrutiny Committee with a summary report provided annually to the Social Work and Health Committee.

 

VI TELECARE PARTNERSHIP WORK

 

There was submitted Report No 342-2009 by the Director of Social Work presenting for approval recommendations and actions based on the outcome of the Dundee Telecare Partnership joint review as well as informing the Committee of the secured funding allocation to progress Telecare developments within Dundee. An Action Plan associated with this development was attached to the report as Appendix 1.

 

The Committee agreed the Action Plan which was appended to the report.

 

VII STANDARD CHARGES FOR LOCAL AUTHORITY RESIDENTIAL UNITS

 

There was submitted Report No 325-2009 by the Director of Social Work recommending the level of standard charges to be applied in 2009/2010 for local authority residential accommodation for adults and older people.

 

The Committee agreed the standard charges for local authority residential accommodation as laid out in Appendix 1 of the report.

 

VIII RECOGNISED FOR EXCELLENCE AWARD

 

There was submitted Report No 343-2009 by the Director of Social Work informing of the recent award of Recognised for Excellence 3* Bronze status gained by Dundee City Council, Social Work Department.

 

The Committee agreed:-

 

(i) to note that the Department had achieved Recognised for Excellence status; and

 

(ii) that, the Director of Social Work produce an Action Plan based on feedback received from EFQM external assessors in order to seek continuous improvement in service development and delivery.

 

IX 2009 CARE ACCOLADES AWARD

 

There was submitted Agenda Note AN143-2009 reporting that Social Work staff had collected a prestigious award for their innovative work in training at this year's Care Accolades Awards held at the Caird Hall on Friday, 5th June.

 

The staff were presented with the award for the best innovative training programme for its use of Video Interactive Guidance (VIG) training by TV personality Kaye Adams. The team was chosen from three finalists in the Care Accolades best innovative training programme category.

 

Video Interactive Guidance aimed to improve communication and relationships for service users. Participants' normal interactions were recorded in their home, school or workplace. These were taken away, analysed and then two or three short clips were brought back and watched and discussed with members of staff. Successful interactions were highlighted and used to improve relationships.

 

The Care Accolades which had been awarded annually since 2004 were organised by the Scottish Social Services Council in partnership with the Scottish Government.

 

The Committee noted the content of the note.
