I STATUTORY PERFORMANCE INDICATORS 2009/2010 - DUNDEE CITY COUNCIL - DRAFT CORPORATESELF-ASSESSMENT

 

There was submitted Report No 34-2009 by Head of Finance advising the Sub-Committee on a significant change in approach by the Accounts Commission to the recording and publishing of performance information and of the performance data the authority intended to collect and publish at corporate level and use as a means of assessing whether or not overall performance was improving over the coming years.

 

The Sub-Committee approved the Draft Corporate Self-Assessment noted in Appendix 1 to the report and agreed that these indicators be collected annually, published on the internet and copies made available at main service points in line with Public Performance Reporting requirements, having noted that Departments/Services would ensure that a range of information was collected by individual services and that the performance data would be published on an appropriate part of the Council's website.

 

II KEY QUARTERLY PERFORMANCE INDICATORS 2008/2009 - PERFORMANCE REPORT FOR NINE MONTHSTO 31ST DECEMBER, 2008

 

There was submitted Report No 151-2009 by Head of Finance advising the Sub-Committee of the performance of Dundee City Council for the nine months to 31st December, 2008.

 

The Sub-Committee noted that performance levels for the first nine months of the financial year had generally been maintained or improved.

 

The Sub-Committee further agreed that all Chief Officers review the content of Appendix 1 as it related to their service and consider if there were any indicators for which performance could be improved.

 

III QUARTERLY MONITORING REPORT ON PROGRESS WITH STRATEGIC PLANS

 

There was submitted Report No 136-2009 by Assistant Chief Executive advising the Sub-Committee on progress to date with the objectives, projects and reviews contained in the departmental Service Plans 2007/2011.

 

The Sub-Committee agreed to:-

 

(i) note the content of the report, including the assessment of overall progress in paragraph 4.2 and the attached tables which detailed any items which had been assessed as behind schedule, unlikely to be achieved or abandoned.

 

(ii) agree that, as part of the commitment to Public Performance Reporting, the report be added to the 'Plans and Performance' section on the Council website.

 

IV BEST VALUE SELF EVALUATION

 

There was submitted Report No 194-2009 by the Assistant Chief Executive proposing a programme of self assessment to prepare for the Best Value 2 audit and to create a sustainable framework for the City Council for ongoing self-assessment.

 

The Sub-Committee agreed that:-

 

(i) Project teams be created as follows:-

 

- Performance Management Framework

 

- Corporate Project Governance

 

- Internal Communications

 

- Service Quality Assessment

 

(ii) the adoption of the full programme of activity as outlined in Section 10 of the report be implemented.
