The minute of meeting of this Committee of 11th May, 2009 was held as read.

I INTERPRETATION BOARDS
There was submitted Agenda Note AN125-2009, whereby the Committee was asked to agree on the provision of interpretative panels for the Broughty Ferry dunes area, Stannergate and Trottick Local Nature Reserve. The boards at the dunes area would include information on the animal exclusion zone and would replace the existing temporary signage. The boards at the Stannergate and Trottick Local Nature Reserve would give information about the Green Circular route and natural and cultural heritage features.
The Osprey Company had provided a quote of 8,948 for the design and installation of the boards, and for the slight repositioning of some of the existing boards. The Osprey Company recently designed and installed boards along the Green Circular route and at Broughty Ferry Local Nature Reserve. It was recommended that this quote be approved to maintain the design, style and high quality standard, having noted that the total cost of this provision would be 8,948 and would be met through Leisure and Communities capital.
The Committee approved accordingly.
II RECOGNITION FUNDING FROM MUSEUMS GALLERIES SCOTLAND FOR THE DUNDEE WHALING HISTORY PROJECT
There was submitted Report No 297-2009 by the Director of Leisure and Communities advising the Committee that an award of 39,813 had been made from the Museums Galleries Scotland Recognition Scheme to undertake the Dundee Whaling History Project.
The Committee approved the implementation of the Dundee Whaling History Project, as detailed in the report.
III FUNDING FOR CONSERVATION OF OBJECTS
There was submitted Agenda Note AN126-2009 seeking approval for the undernoted expenditure for the conservation of objects selected for display within the refurbished McManus: Dundee's Art Gallery and Museum.
- "Aberlemno" Pictish Symbol Stone: Conservation and display mounts, at a cost of 6,160 by Graciella Ainsworth, Edinburgh. This cost could be contained within the Leisure and Communities" Revenue Budget 2009/2010.
- Painting Conservation: The conservation of nine oil paintings, at a cost of 8,100 by Egan, Matthews and Rose, Dundee. To be funded by the Downie Bequest.
The total cost of the following proposals was 15,070 and this would be funded from the McManus public fundraising appeal fund.
- Stone Conservation: Conservation and display mounts for Egyptian and Pictish carved stones, at a cost of 11,590 by Graciella Ainsworth, Edinburgh.
- Royal Arch Clockface: Conservation of the Royal Arch Clockface, at a cost of 1,930 by the Stained Glass Partnership, Kilmarnock.
- Cinema Projector: Restoration of a cinema projector, at a cost of 550 by Terry Daniels, Longforgan.
- Long Case Clocks: Restoration of three long case clocks, at a cost of 1,000 by Kenneth Chappelle, Glasgow.
Due to the specialist nature of the work, the contractors were selected using a pre-determined list of criteria.
The Committee approved the expenditure as detailed.
IV DEVELOPING FRIENDS OF PARKS AND OPEN SPACES - POLICY GUIDELINES
Councillor Macpherson declared a non-financial interest in this item by virtue of his position of acting Chair of Friends of Magdalen Green, and his membership of Friends of Dundee Botanic Garden and Friends of Balgay Park.
There was submitted Report No 301-2009 by the Director of Leisure and Communities advising the Committee of the document, "Developing Friends of Parks and Open Spaces - Information and Guidelines on Setting up a Friends Group in Dundee" seeking approval for the adoption of the document attached at Appendix 1 to the report.
The Committee agreed to the document being adopted and used as a framework to guide individuals interested in establishing a "Friends" group, with the aim of improving the appearance, facilities, conservation value and safety of Dundee's local parks and open spaces.
