I UPDATE ON LOCAL LICENSING FORUMS
The Chairman welcomed Mr John McFarlane, National Licensing Officer from Alcohol Focus (Scotland).
Mr McFarlane presented an overview of the operation of Local Licensing Forums throughout the country to date, covering:-
- progress in establishing Forums
- representation/balance within Forums
- training of members
- networking channels
- role of Forum members and relationship with Licensing Boards
- role of Licensing Standards Officers
- re-launch of a National Licensing Forum
- good practice information
There followed a full discussion of the various issues and the Chairman thanked Mr McFarlane for his very useful and informative presentation.
II LICENSING (SCOTLAND) ACT
Stuart Galloway from the Licensing Section, Dundee City Council, gave a brief update on the application process under the new Act and identified issues that still required clarification.
It was reported that fewer applications than anticipated had been received at this stage. Most operating plans appeared to be satisfactory, although there had been some minor problems with a number of layout plans. On balance, matters seemed to be progressing in a satisfactory manner.
The Trade members thanked Mr Galloway and his staff for their helpfulness in assisting them in this process.
