The minute of meeting of this Committee of 6th November, 2003 was held as read.

I CIVIC GOVERNMENT (SCOTLAND) ACT 1982

 

Prior to consideration of the undernoted items of business the Clerk tabled and circulated to the members of the Committee and those members of the public present a copy of a table detailing the percentage number of wheelchair accessible taxis by Council area.

 

(a) TAXI LICENCES - DEPUTATIONS

 

Requests for deputations had been received from the undernoted individuals and organisations to address the Committee in relation to the report on Taxi Licences:-

In the case of request numbers 1, 2, 3, 4, 7, 8, 9 and 10, the Committee agreed to hear their deputations.

 

In the case of request number 5, the Committee agreed to hear their deputation and thereafter noted that the agent did not have any representation to offer the Committee on behalf of their applicant.

 

In the case of request number 6, the Committee noted that there was no representative present to represent the organisation.

 

The Committee thanked each of the deputations in turn and they withdrew from the meeting.

 

(b) TAXI LICENCES - REVIEW OF POLICY

 

There was submitted Report No 773-2003 by the Depute Chief Executive (Support Services) to consider the Committee's policy on the limitation on numbers of Taxi Licences in the City of Dundee.

 

The Committee agreed that the terms of Option 4 of the report in relation to the imposition of strict quality controls on age and type of vehicle to be licensed be approved.

 

The Convener agreed that the undernoted item be considered as a matter of urgency in terms of Standing Order No 52(3)(b) in view of the timescales involved.

 

(c) PUBLIC ENTERTAINMENT LICENCE - NEW APPLICATION

 

On a reference to Article III(c) of minute of meeting of 6th December, 2003 there was submitted the undernoted application:-

Carnival Rides: family roller coaster, children's carousel from 29th November, 2003 to 31st December, 2003

 

In the case of this application after hearing the applicant on their own behalf and consideration of photographic and site plan information tabled by the applicant and noting that the duration of the carnival would be from 1st December, 2003 to 31st December, 2003, Bailie Corrigan, seconded by Councillor Dick, moved that the application be refused.

 

As an amendment, Councillor Grant, seconded by Councillor Morrow, moved that the application be granted subject to the operation of the carnival being held during shopping hours.

 

On a division, there voted for the motion - Bailie Corrigan and Councillor Dick (2); and for the amendment - Bailie Mackie, Councillors Regan, Sturrock, Grant, Morrow, Dawson, Fordyce, Webster and Bailie Powrie (9) - the Lord Provost having declined to vote - whereupon the amendment was declared carried.

 

As a further amendment, Bailie Corrigan, seconded by Councillor Dick, moved that the carnival be restricted to operate between 15th December and 31st December, 2003. This amendment was placed against the previous successful motion and, on a division, there voted for the motion Bailie Mackie, Councillors Regan, Sturrock, Grant, Morrow, Dawson, Fordyce, Webster and Bailie Powrie (9); and for the amendment Bailie Corrigan and Councillor Dick (2) the Lord Provost having declined to vote the motion was declared carried.
