In the case of application nos. 1 to 9, there being no objections, the Committee agreed that the applications be granted.
In the case of application nos. 11 and 14, the Committee noted that these applications had been withdrawn from consideration at the request of the applicants.
In the case of application nos. 12 and 13, the Committee, after noting that the applicants had failed to pass the Street Knowledge Test within the prescribed period and agreed that the applications be refused.

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting for the undernoted items of business on the grounds that this would involve the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part I of Schedule 7A to the above Act.
IV CIVIC GOVERNMENT (SCOTLAND) ACT 1982
(a) TAXI DRIVER'S LICENCE - NEW APPLICATION
There was submitted an application by Mr K McG for a taxi driver's licence.
The Committee gave consideration to a letter of representation which had been submitted to the Chief Constable relative to this application. Part of the representation referred to convictions which were spent in terms of the Rehabilitation of Offenders Act and after hearing the Chief Constable's representative as to their age and nature, the Committee agreed that they be considered as justice could not otherwise be done.
Thereafter, having heard the applicant on his own behalf, the Committee agreed that the application be granted for a period of six months.
(b) WINDOW CLEANER'S LICENCE - NEW APPLICATIONS
There was submitted an application by Mr P G for a window cleaner's licence.
The Committee gave consideration to a letter of representation which had been submitted by the Chief Constable relative to this application.
Thereafter, having heard the applicant on his own behalf and consideration of the advice of the Legal Officer, the Committee agreed that the application be granted for a period of six months.
(c) TAXI DRIVER'S LICENCE - RENEWALS
(i) On a reference to Article IIIe(ii) of minute of meeting of 7th November 2002, there was submitted an application by Mr G B for renewal of his taxi driver's licence.
The Committee gave consideration to letters of representation which had been submitted by the Chief Constable relative to this application.
Thereafter, having heard the applicant on his own behalf, the Committee agreed that the application be granted.
(ii) On a reference to Article IIIf(i) of minute of meeting of 7th November 2002, there was submitted an application by Mr L C for renewal of his taxi driver's licence.
The Committee, after agreeing that the application be considered in the absence of the applicant, gave consideration to letters of representation which had been submitted by the Chief Constable relative to this application.
Thereafter, the Committee agreed that the application be granted.
(iii) On a reference to Article III(f)(ii) of minute of meeting of 7th November 2002, there was submitted an application by Mr D F for renewal of his taxi driver's licence.
The Committee gave consideration to letters of representation which had been submitted by the Chief Constable relative to this application.
Thereafter, having heard the applicant on his own behalf, the Committee agreed that the application be granted.
(iv) On a reference to Article IV(e) of minute of meeting of 26th September 2002, there was submitted an application by Mr G P for renewal of his taxi driver's licence.
The Committee, after being advised that the applicant was not present, agreed that consideration of the application be deferred until the meeting of the Licensing Committee to be held in June 2003 to allow the applicant to attend.
(d) STREET TRADER'S LICENCE - RENEWALS
On a reference to Article III(c) of minute of meeting of 7th November 2002, there was submitted an application by Ms Y C for a street trader's licence.
The Committee after being advised that the applicant was not present agreed that consideration of this application be deferred until the meeting of the Licensing Committee to be held in June 2003 to allow the applicant to attend.
(e) SUSPENSION HEARING - TAXI DRIVER
On a reference to Article I of minute of meeting of 18th December 2002 there was submitted a letter of complaint by the Chief Constable relative to the alleged conduct of Mr M F during the currency of his taxi driver's licence.
After noting that the licence holder was not present, the Committee agreed that this matter be considered in their absence and that the suspension be continued with immediate effect and that a further suspension hearing be held at the meeting of the Licensing Committee to be held in December 2003.
