I TENDERS RECEIVED
(a) CITY ARCHITECTURAL SERVICES OFFICER
There was submitted Report No 339-2008 by the City Architectural Services Officer listing tenders received and requesting a decision thereon:-
(i) Mill O'Mains Primary School - Emergency Lighting Installation
The Committee agreed to accept the lowest offer by E W Edwardson (Electrical Contractors) Ltd, Glenrothes for 39,407.41, together with allowances of 427 for CDM Co-ordinator and 5,616 for professional services, making a total expenditure of 45,450.41.
(ii) PPP Schools Furniture and Equipment - Expenditure of Allowances - Additional Tools for CDT Machinery
The Committee agreed to accept the quotation from Active Energy Solutions Ltd, Glasgow for 5,108.08, together with an allowance of 100 for professional services, making a total expenditure of 5,208.08.
(iii) Glebelands Primary School - Window Replacement
The Committee agreed to accept a negotiated offer with Dundee Contract Services for 15,000, together with an allowance of 2,138 for professional services, making a total expenditure of 17,138.
(iv) Craigiebarns Primary School - Window Replacement Phase 3
The Committee agreed to accept a negotiated offer with Dundee Contract Services for 33,310, together with allowances of 420 for CDM Co-ordinator and 4,747 for professional services, making a total expenditure of 38,477.
(v) Mill O'Mains Primary School - Fire Alarm Installation
The Committee agreed to accept the lowest offer by E W Edwardson (Electrical Contractors) Ltd for 22,900.97, together with allowances of 249 for CDM Co-ordinator and 3,264 for professional services, making a total expenditure of 26,413.97.
(vi) Craigie High School - Emergency Lighting Installation - Phase 1
The Committee agreed to accept the lowest offer by Dundee Contract Services for 38,180, together with an allowance of 5,905 for professional services, making a total expenditure of 44,085.
(vii) Clepington Primary School - Replacement Patent Glazing to Roof
The Committee agreed to accept a negotiated offer with Dundee Contract Services for 36,300, together with an allowance of 5,100 for professional services, making a total expenditure of 41,400.
(viii) St Mary's R C Primary School - Upgrade to Kitchen Servery
The Committee agreed to accept a negotiated offer with Dundee Contract Services for 43,000, together with an allowance of 6,200 for professional services, making a total expenditure of 49,200.
(ix) Blackness Primary School - Upgrade to Kitchen Servery
The Committee agreed to accept an offer from Dundee Contract Services under the planned maintenance and small works partnership for 17,500, together with an allowance of 2,494 for professional services, making a total expenditure of 19,994.
(x) St Luke's and St Matthew's R C Primary School - Upgrade to Kitchen Servery
The Committee agreed to accept an offer from Dundee Contract Services under the planned maintenance and small works partnership for 26,250, together with an allowance of 3,741 for professional services, making a total expenditure of 29,991.
(b) CITY ENGINEER
There was submitted Report No 318-2008 by the City Engineer detailing tenders received and requesting a decision thereon:-
(i) School Structural Improvements 2008/2009
The Committee agreed to accept the lowest offer by Concrete Repairs Ltd for 34,110.36, together with allowances of 2,000 for contingencies and 4,000 for professional fees, making a total expenditure of 40,110.36.
II PROVISION OF FINANCIAL SUPPORT TO NEW REGISTERED CHILDMINDERS IN DUNDEE
There was submitted Report No 294-2008 by the Director of Education seeking approval to continue to provide funding to registered childminders in Dundee.
The Committee approved the report and the award of 200 funding to each of the new childminders in Dundee as outlined in the Appendix to the report noted below:-

III REPLACEMENT OF KINGSPARK SCHOOL
There was submitted Report No 322-2008 by the Director of Education updating progress on the replacement of Kingspark School.
The Committee agreed to:-
(i) approve the level of accommodation to be provided in the replacement Kingspark School;
(ii) note the estimated total capital cost of 15m for the replacement Kingspark School;
(iii) note NHS Tayside's and Angus Council's involvement in the project and their agreement to contribute towards the capital cost of the replacement Kingspark School;
(iv) note that the planning application for the replacement Kingspark School was currently being finalised; and
(v) to confirm that the work on identifying the Council's preferred partnering contractor should proceed as outlined with a tender report being submitted to this Committee for approval before the selected contractor was formally appointed.
IV WHITFIELD DESIGN FRAMEWORK - OUTCOME OF THE FORMAL CONSULTATION PROCESS ON THE PROPOSAL TO BUILD A NEW THREE STREAMPRIMARY SCHOOL TO REPLACE WHITFIELD AND NEWFIELDS PRIMARY SCHOOLS AND WHITFIELD
Reverend Wilson declared a non-financial interest by virtue of being the Parish Minister in Whitfield and school Chaplain to both the existing Primary Schools.
There was submitted Report No 320-2008 by the Director of Education detailing representations made during the formal publication and consultation exercise on the above proposal and recommending that the Council proceeds with the proposal.
The Committee agreed to approve the proposal to build a new three stream primary school to replace Whitfield and Newfields Primary Schools and Whitfield Community Early Years Centre on a site of approximately 2.5 hectares central to the regeneration developments.
V GENDER EQUALITY SCHEME 2007/2010 - ANNUAL PROGRESS REPORT
There was submitted Report No 342-2008 by the Director of Education informing the Committee of the progress made in implementing the Education Department's Gender Equality Scheme 2007/2010.
The Committee approved the Department's Gender Equality Scheme 2007-2010: Action Plan Progress Report June 2008.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 5 of Part I of Schedule 7A of the Act.
VI REQUEST FOR EDUCATION AT HOME
There was submitted Report No 302-2008 by the Director of Education bringing to the attention of the Committee an application for the provision of education at home.
The Committee agreed to accept the application for education at home.
