I EXTERNAL AUDIT REPORTS

 

There was submitted Report No 307-2008 by the Senior Audit Manager, Audit Scotland, advising the Sub-Committee of the Annual Audit Plan and the Strategic Audit Risk Analysis (SARA) for 2007/2008.

 

The Sub-Committee noted that the 2007/2008 Annual Audit Plan outlines the focus of the audit work for the year which would be centred around four areas:-

 

(i) the financial statements;

 

(ii) the findings of their audit risk assessment process;

 

(iii) a review and assessment of governance and performance arrangements;

 

(iv) grant claims and returns.

 

The Sub-Committee noted the content of individual reports.

 

II INTERNAL AUDIT REPORTS

 

There was submitted Report No 308-2008 by the Chief Internal Auditor providing the Sub-Committee with a summary of the Internal Audit Reports finalised since the last Sub-Committee.

 

Members noted that Executive Summaries for the reviews which had been finalised were provided at Appendix A to the report. Within each Executive Summary the prime aim was to provide both members and management with key information which included the reason for undertaking the review, summary financial data and statistics, the areas encompassed within the review and specific areas which were excluded, the principal audit objectives, an audit opinion on the adequacy of the systems and control framework of the area reviewed, the key conclusions based on the audit findings and recommendations and a summary of management's response to the audit report.

 

The Sub-Committee noted the information detailed within the report.

 

III AUDIT AND RISK MANAGEMENT SUB-COMMITTEE - ELECTED MEMBER TRAINING UPDATE

 

There was submitted Agenda Note AN96-2008 whereby reference was made to previous minutes of the Audit and Risk Management Sub-Committee regarding training for elected members of the Sub‑Committee. Since the last Sub-Committee, members of the Sub-Committee had attended an Audit Committee Training Workshop which was organised by CIPFA in Scotland.

 

The Convener extended thanks to the Head of Finance for organising this workshop and it was noted that future training sessions for Sub-Committee members would be scheduled in due course.

 

The Sub-Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting in order that the undernoted business may be considered in private on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 4, 6 and 11 of Part I of Schedule 7A of the Act.

 

IV INTERNAL AUDIT REPORT

 

There was submitted Report No 309-2008 by the Chief Internal Auditor, providing the Sub-Committee with a summary of an Internal Audit Report finalised since the last Sub-Committee.

 

The Sub-Committee noted the information contained within this report.
