The minute of meeting of this Committee of 13th August, 2007 was held as read.

 

Unless marked thus * all items stand delegated.

 

I HILLTOWN URBAN LANDSCAPE - HARCOURT STREET - STREET PLANTING

 

There was submitted Agenda Note AN216-2007 making reference to Article IV of the minute of meeting of this Committee of 12th February, 2007, wherein the City Engineer was authorised to appoint Land and Building Services to carry out improvement works for Hilltown Urban Landscape 2006/2007.

 

It was reported that the main works were nearing completion and additional works had been identified that required to be carried out in Harcourt Street and other areas within the Hilltown area. The City Engineer had obtained a quotation from the above contractor which demonstrated favourable rates for carrying out these works under the above contract and recommended that this be accepted.

 

The overall costs amount to 43,000, including 4,500 for professional fees and 2,500 for contingencies, which can be met from 2007/2008 ERDF grant monies and Planning and Transportation Capital Allowances 2007/2008.

 

The Committee authorised the City Engineer to instruct these works.

 

II TRAFFIC ORDERS

 

There was submitted Agenda Note AN190-2007 relative to the undernoted Traffic Orders.

 

(a) DUNDEE CITY COUNCIL (RESTRICTED ROADS) ORDER 2007

 

Reference was made to Article V of the minute of meeting of this Committee of 12th March, 2007, wherein the Committee authorised the preparation of the above Order.

 

It was reported that the proposed Order was drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

(b) DUNDEE CITY COUNCIL (40 MPH SPEED LIMITS) ORDER 2007

 

Reference was made to Article V of the minute of meeting of this Committee of 12th March, 2007, wherein the Committee authorised the preparation of the above Order.

 

It was reported that the proposed Order was drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(c) DUNDEE CITY COUNCIL (50 MPH SPEED LIMITS) ORDER 2007

 

Reference was made to Article V of the minute of meeting of this Committee of 12th March, 2007, wherein the Committee authorised the preparation of the above Order.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

(d) DUNDEE CITY COUNCIL (VARIATION OF WAITING RESTRICTIONS) (NO 2) ORDER 2007

 

Reference was made to Article X of the minute of meeting of this Committee of 11th December, 2006, wherein the Committee authorised the preparation of an Order introducing further measures to vary the provisions of numerous existing Waiting Restrictions Orders affecting Dundee.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received.

 

The Order was duly advertised and six objections relating to restrictions in Upper Constitution Street were received. After consultation with the objectors, the Director of Planning and Transportation had advised that the proposed restrictions in Constitution Street were no longer required and had recommended that they should be deleted from the Order.

 

The Committee agreed to make the Order subject to the above amendment.

 

(e) DUNDEE CITY COUNCIL (WEIGHT LIMITS ON BRIDGES) (VARIATION) ORDER 2007

 

Reference was made to Article V of the minute of meeting of this Committee of 11th June, 2007, wherein the Committee authorised the preparation of an Order to vary the weight limits and various exemptions following reassessment of the structures.

 

It was reported that the proposed Order was duly drafted and during the statutory consultation period, no adverse comments were received. Thereafter, the Order was duly advertised and there were no objections.

 

The Committee therefore agreed to make the Order as advertised.

 

III BELLFIELD STREET - STOPPING-UP

 

There was submitted Report No 438-2007 by the Director of Planning and Transportation relative to a proposal to stop-up an area of Bellfield Street in order to facilitate the development of a site in Bellfield Street for housing.

The Committee approved the preparation of a Stopping-Up Order utilising the powers of the Town and Country Planning (Scotland) Act 1997 to stop-up and remove from the list of public roads, an area of Bellfield Street in order to facilitate the new development.

 

IV CUMNOCK PLACE/PITKERRO DRIVE AREA - STOPPING-UP OF ROADS AND FOOTPATHS

 

There was submitted Report No 421-2007 by the Director of Planning and Transportation relative to a proposal to stop up Cumnock Place, lengths of Pitkerro Drive, Honeygreen Road - Cumnock Place footpath and Cumnock Place - Fountainbleau Drive footpath, in order to facilitate the development of a site for housing.

 

The Committee approved the preparation of a Stopping-Up Order, utilising the powers of the Town and Country Planning (Scotland) Act 1997, to stop-up Cumnock Place, lengths of Pitkerro Drive, Honeygreen Road - Cumnock Place footpath and Cumnock Place - Fountainbleau Drive footpath, in order to facilitate the new development.

 

V FAIRBAIRN STREET AND NEISH STREET - MAJOR EVENTS RELATED TRAFFIC CONTROL

 

There was submitted Report No 404-2007 relative to a proposal for controlling vehicular access in the vicinity of Dens and Tannadice Parks and, in particular, Fairbairn Street and Neish Street as a result of the loss of off-street coach parking facilities during events at the aforementioned football grounds.

 

The Committee approved the preparation of a Traffic Regulation Order to vary the existing Order to include a prohibition of driving in Fairbairn Street and Neish Street to provide a coach parking facility in these streets.

 

VI WINTER MAINTENANCE POLICY AND LEVEL OF SERVICE 2007/08

 

There was submitted Agenda Note AN219-2007, making reference to Article III of this Committee of 11th September, 2006, whereby the policy and level of service for winter 2006/2007 was approved, and recommending that the same policy and level of service be adopted for 2007/2008.

 

It was noted that the period of cover proposed was 20th October, 2007 to 9th April, 2008, and as previously, it was proposed that only high priority routes be covered over the Christmas and New Year public holidays of 24th, 25th and 26th December, 2007 and 1st and 2nd January, 2008.

 

The Committee approved accordingly.

 

VII STORAGE FACILITIES AT MARCHBANKS, PRINCES STREET AND LANGLANDS STREET

 

There was submitted Agenda Note AN221-2007 advising that the Council had very recently been successful in attracting 180,000 of Vacant Derelict Land Funding (VDLF) to provide a Planning and Transportation roads related storage facility at Marchbanks, a new vehicle wash bay for Waste Management Division, remediation of an existing spoil heap and new fencing, at a total cost of 350,000. The current storage facilities at Princes Street and Langlands Street were also to be cleared of materials, made good and the land made available for sale for redevelopment. Additional VDLF funding of 125,000 had been approved for this.

 

To carry out all of these works, part funding by the Council was being provided and the funding for all these works was as follows:-

The VDLF monies required to be spent by 31st March, 2008 which was not achievable if the traditional procurement route of competitive tendering was followed. The Chief Executive therefore had agreed that the project proceed on a partnering basis with Tayside Contracts to carry out these works within the available budget.

 

The Committee noted accordingly.

 

VIII NEW ROADS

 

There was submitted Agenda Note AN217-2007 advising that the undernoted application for road construction consent had been submitted and the Director of Planning and Transportation had recommended that it be approved subject to conditions which had been agreed with the applicant:-

The Committee approved the application and agreed that, on satisfactory completion of this road and, if so requested by the applicant, it be entered on the List of Public Roads for the purposes of management and maintenance in terms of the Roads (Scotland) Act 1984.
