I MINUTE OF MEETING OF THE SUPERANNUATION INVESTMENT SUB-COMMITTEE

 

The minute of meeting of the Superannuation Investment Sub-Committee of 15th November, 2006, a copy of which is appended hereto was submitted for information and record purposes.

 

II CAPITAL MONITORING

 

There was submitted Report No 685-2006 by the Head of Finance appraising members of the latest position regarding the Council's Capital Expenditure programme for 2006/07.

 

The Committee noted the contents of the report.

 

III REVENUE MONITORING

 

There was submitted Report No 687-2006 by the Head of Finance providing the Committee with an analysis of the 2006/2007 Projected Revenue Outturn as at 31st October, 2006 monitored against the adjusted 2006/2007 Revenue Budget.

 

The Committee:

 

(i) noted that the overall General Fund 2006/2007 Projected Revenue Outturn as at 31st October, 2006 showed an overspend of 101,000 against the adjusted 2006/2007 Revenue Budget;

 

(ii) noted that the Housing Revenue Budget Account was projecting an underspend of 11,000 against the HRA 2006/2007 Revenue Budget;

 

(iii) instructed the Head of Finance to take every reasonable action to ensure that the 2006/2007 Revenue expenditure was below or in line with the adjusted Revenue Budget;

(iv) instructed the Head of Finance in conjunction with all Chief Officers of the Council to continue to monitor the Council's 2006/2007 Projected Revenue Outturn.

 

IV COUNTER-FRAUD REPORT - JULY - SEPTEMBER 2006

 

There was submitted Report No 698-2006 by the Depute Chief Executive (Finance) detailing the Council's Housing Benefit and Council Tax Benefit Counter-Fraud activity as at 30th September, 2006.

 

The Committee approved the Counter-Fraud Performance Report, revised Code of Conduct for Revenues Benefit Fraud Investigators and agreed that the undernoted revised paragraph be inserted into the Anti-Fraud and Anti-Corruption Policy.

 

"Where name and contact details of the referrer are provided with the referral, the Council will acknowledge receipt of the referral. However, in order to comply with the Data Protection Act the Council will not be able to provide any feedback information on what action is taken on the referral or the outcome of any investigation as to give information on a third party would be a contravention of the Act."

 

V TREASURY MANAGEMENT ACTIVITY 2006/2007

 

On a reference to Article V of the minute of meeting of this Committee of 20th March, 2006 there was submitted Report No 684-2006 by the Head of Finance reviewing the Treasury Management activities for the period 1st April, 2006 to 30th September, 2006.

 

The Committee noted the information detailed in the report.

(a) STATEMENT OF ACCOUNTS

 

The above report was submitted and noted (Report No 690-2006).

 

(b) EXTERNAL AUDITORS' REPORT

 

The above report was submitted and noted (Report No 689-2006).

 

(c) EXTERNAL AUDITORS' REPORT - RESPONSE FROM DUNDEE CITY COUNCIL

 

There was submitted Report No 688-2006 by the Depute Chief Executive (Finance) in response to a report by the Council's external auditor on the audit of Dundee City Council for the year to 31st March, 2006.

 

The Committee endorsed the report as its final response to the external auditor's report and noted the action plan appended to the report.
