I MINUTE OF MEETING OF THE AUDIT AND RISK MANAGEMENT SUB-COMMITTEE
The minute of meeting of the Audit Risk Management Sub-Committee of 15th May, 2006, a copy of which is appended hereto (Appendix I) was submitted for information and record purposes.
II MINUTE OF MEETING OF THE SUPERANNUATION INVESTMENT SUB-COMMITTEE
The minute of meeting of the Superannuation Investment Sub-Committee of 17th May, 2006, a copy of which is appended hereto (Appendix II) was submitted for information and record purposes.
III RELIEF OF RATES - CHARITY RELIEF
The Lord Provost, Bailie Farquhar and Councillors Hind, Duncan and Wallace declared a non-financial interest in Dundee Leisure by virtue of being Council representatives on the Board.
There was submitted Report No 351-2006 by the Depute Chief Executive (Finance) seeking authorisation to grant charity relief on the undernoted non-domestic properties:-

The Committee approved accordingly.
IV FINANCE DEPARTMENT - REVENUES DIVISION - AMENDMENT TO SCHEME OF DELEGATION
After considering Agenda Note AN214-2006, the Committee agreed that the undernoted routine matters be formally delegated to the Depute Chief Executive (Finance) and that it be remitted to the Depute Chief Executive (Support Services) to make the necessary changes to the Scheme of Delegation;
"Authority to take all necessary actions with regard to the processing of credit balances and refunds in respect of the Community Charge, Council Tax, Non Domestic Rate Income and Miscellaneous income due to the Council."
V COUNTER FRAUD REPORT 2005-2006
There was submitted Report No 364-2006 by the Depute Chief Executive (Finance) detailing the Council's Housing Benefit and Council Tax Benefit Counter Fraud activity for 2005-2006.
The Committee approved the Counter Fraud Performance Report and the amendments to the Anti-Fraud and Anti-Corruption Policy.
VI DUNDEE CITIZENS' ADVICE BUREAU - FINANCIAL ASSISTANCE 2006-2007
Councillor Keenan declared a non-financial interest in this item by virtue of being the Council's representative on the Bureau Management Committee.
After considering Report No 279-2006 by the Depute Chief Executive (Finance), the Committee authorised the payment of a grant of 109,000.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public and press be excluded from the meeting for the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
VII RELIEF OF NON-DOMESTIC RATES - HARDSHIP RELIEF
After considering Report No 366-2006 by the Depute Chief Executive (Finance) relative to the above, the Committee approved the recommendations detailed therein.
