I MINUTES OF MEETINGS OF PERSONNEL APPEALS SUB-COMMITTEE OF 24TH APRIL, 2006

 

The minutes of meetings of the Personnel Appeals Sub-Committee of 24th April, 2006, copies of which are appended hereto (Appendices I and II), were submitted and noted.

 

II SOCIAL WORK AND HOUSING DEPARTMENTS - SUPPORTING PEOPLE ADMINISTRATION AND MANAGEMENT ARRANGEMENTS

 

There was submitted Joint Report No 163-2006 by the Director of Social Work, Director of Housing and Assistant Chief Executive (Management) proposing a structure for the future administration and management of Supporting People policy and funding.

 

The Committee approved the undernoted:-

 

(a) within the Social Work Department

 

(i) the establishment of one post of Supporting People Officer, graded PO3-6, 27,822‑30,288;

 

(ii) the establishment of one post of Senior Contracts Officer, graded PO3-6, 27,822‑30,288;

 

(iii) the establishment of 2.9 posts of Contracts Officer, graded PO1-4, 26,379-28,632;

 

(iv) the establishment of two posts of Contracts Assistant, graded AP3, 18,381-20,169;

 

(v) the deletion of 0.43 vacant post of Section Leader (Finance and Contracts), graded PO11-14, 34,173-36,624; and

 

(b) within the Housing Department

 

(i) the establishment of one post of Housing Strategy Officer, graded AP5, 23,739‑25,857.

 

III LEISURE AND COMMUNITIES DEPARTMENT - XPLORE PROJECT - EXTENSION OF FIXED TERM POSTS

 

There was submitted Agenda Note AN149-2006 making reference to Article II of the minute of meeting of the Policy and Resources Committee of 20th December, 2004 which detailed the award of a Community Regeneration Fund (CRF) grant allocation to The Xplore Project. It was reported that ongoing grant funding had been received to continue this Project. The Committee, therefore, approved the extension of the following posts on a fixed term basis until 31st March, 2008:-

There was submitted Agenda Note AN150-2006, making reference to Article II of the minute of meeting of the Policy and Resources Committee of 20th December, 2004, wherein a Community Regeneration Fund (CRF) grant of 136,676 per annum was awarded to the Highwayman. It was reported that ongoing grant funding had been received to continue this Project. The Committee, therefore, approved the extension of the following posts on a fixed term basis until 31st March, 2008:-

It was reported that ongoing grant funding had been received to continue this Project. It was reported that extension funding had been allocated from the Community Regeneration Fund. Therefore, the Committee approved the following extensions and amendments to the project staffing establishment:-

It was reported that the Council had approved the allocation of Quality of Life funds to The Shore for a further two year period. The Committee, therefore, approved the extension of these posts to 31st March, 2008.

 

X SUPPORT SERVICES DEPARTMENT - ENVIRONMENTAL HEALTH AND TRADING STANDARDS - EXTENSION TO FIXED TERM POST

 

This item was withdrawn.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act, 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as detailed in Paragraph 1 of Part I of Schedule 7(A) of the Act.

 

XI SCIENTIFIC SERVICES - CHANGES TO ESTABLISHMENT

 

There was submitted Joint Report No 280-2006 by the Depute Chief Executive (Support Services) and Assistant Chief Executive (Management) regarding the requirement for administration services within the Scientific Services Department.

 

The Committee approved the recommendations detailed in the report.

 

XII HOUSING DEPARTMENT - EARLY RETIRAL

 

There was submitted Agenda Note AN158-2006 recommending the early retirement of ER07/06, an employee within the Housing Department.

 

The Committee approved the early retirement as detailed in the note, with effect from 30th June, 2006, in accordance with the Local Government (Discretionary Payments and Injury Benefits) (Scotland) regulations and having noted the financial implications.
