The minute of meeting of this Committee of 19th September, 2005 was held as read.

I BALDOVIE WASTE MANAGEMENT PLANT

 

With reference to Article V of meeting of the Environmental Services and Sustainability Committee held on 19th October 2004 wherein it was agreed that the City Engineer be authorised to accept a Tender from Torith Limited to construct a new Waste Handling Building at the Baldovie Waste Management Plant.

 

There was submitted Agenda Note AN425-2005 reporting that on completion of this project the City Engineer was authorised by Waste Management to instruct additional works by the Contractor. These works comprised demolition of an existing shed, reinstatement of associated areas of concrete hardstanding, installation of a new section of concrete hardstanding and all associated drainage works.

 

The Committee agreed to the additional works amounting to 44,373.77 being undertaken by the contractor bringing the overall cost of the project to 518,679.88.

 

II OFFICER APPROVAL - PURCHASE OF SHREDDER PARTS

 

There was submitted Agenda Note AN426-2005 reporting for information of the Committee that in view of the timescale involved the Head of Waste Management, after consultation with the Convener and Spokespersons of the other groups had agreed to accept the offer from Ulster Shredders Limited, Ballyclare amounting to 13,078.13 for the purchase and fitting of driver chambers.

 

III DUNDEE REAL NAPPY NETWORK SET-UP & INCENTIVE SCHEME

 

There was submitted Report No 630-2005 by the Head of Waste Management outlining proposals for the introduction of the Dundee Real Nappy Network set-up and Incentive Scheme, which included the establishment of a fixed-term Outreach Worker post for approximately a one-year period to deliver the project.

 

The Committee agreed to support the "Dundee Real Nappy Network set-up and Incentive Scheme" project, including the creation of a fixed-term Outreach Worker post.

 

IV SUPPLY OF REPLACEMENT MACHINERY PARTS

 

There was submitted Report No 631-2005 by the Head of Waste Management seeking authority to purchase a replacement set of shredding shafts for the main mixed waste shredding plant at the Baldovie Waste Recycling & Processing Plant within the Waste Management Department

 

The Committee agreed to accept the offer from Wilkie Recycling Systems Ltd, Tadley amounting to 18,900.

 

V REFRIGERATOR AND FREEZER TREATMENT

 

There was submitted Report No 639-2005 by the Head of Waste Management reporting on the tender prices received for the treatment service for refrigerator and similar equipment containing Chloro-Fluoro Carbons (CFCs).

 

The Committee agreed that the offer from Shore Recycling Ltd as detailed in the report be accepted for the supply of the treatment service for refrigerators and similar equipment containing Chloro-Fluoro Carbons.

 

VI SUPPLY OF MAGNETIC SEPARATOR

 

There was submitted Report No 640-2005 by the Head of Waste Management seeking authority to purchase an additional magnetic separator for use at the Baldovie Waste Recycling & Processing Plant within the Waste Management Department.

 

The Committee agreed to accept the offer from Eriez Magnetics Europe Ltd, Glasgow amounting to 4,697.

 

VII AIR QUALITY PROGRESS REPORT 2005

 

There was submitted Report No 600-2005 by the Head of Environmental Health & Trading Standards informing the Committee of the contents of the 2005 Air Quality Progress Report for Dundee.

 

The Committee agreed:-

 

(i) to note the principal findings of the 2005 Air Quality progress report and its submission to the statutory consultees, the Scottish Executive and Scottish Executive and Scottish Environment Protection Agency; and

 

(ii) to note that the findings of the Progress Report supported the need for the declaration of Air Quality Management Area/s (AQMA/s) at locations identified in the Detailed Assessment and extends them to include the area around the Logie Street/Loons Road junction.

 

VIII FOOD STANDARDS AGENCY AUDIT OF DUNDEE CITY COUNCIL'S FOOD LAW ENFORCEMENT SERVICES

 

There was submitted Agenda Note AN427-2005 reporting that the Food Standards Agency (FSA) carried out an audit of the Environmental Health and Trading Standards food law enforcement service on 21st-24th June 2005.

 

The report recorded Dundee City Council's performance in conforming to "The Standard" for food law enforcement and noted that the Council generally met the Service Planning Guidance requirements of the Framework agreement between the FSA and Scottish Local Authorities.

 

An action plan had been agreed with the Agency that would further develop and improve the EHTS food law service. Progress as regards the action plan would be reviewed by the Agency during March 2006.

 

The Committee noted the contents of the note.

 

IX TENDERS FOR THE SUPPLY OF AIR QUALITY MONITORING EQUIPMENT

 

There was submitted Report No 620-2005 by the Head of Environmental Health & Trading Standards seeking approval for the purchase of a Tapered Element scillating Microbalance (TEOM) Particulate Analyser and Partisol Gravimetric Sampler from Air Monitors Ltd.

 

The Committee noted the content of this report and agreed that the offers from Air Monitors Ltd to supply the TEOM Particulate Analyser at 28,500 and the Partisol Gravimetric Sampler at 15,122 be accepted.

 

X CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 90 - DEFECTIVE STAIR LIGHTING

 

There was submitted Agenda Note AN428-2005 detailing Notices which had been served on the owners of properties requiring works to be carried out.

 

The Committee noted that the Head of Environmental Health and Trading Standards would carry out the works should the owners not comply within the timescales.
