The minute of meeting of this Committee of 21st March 2005 was held as read.

I BALDOVIE PLANT - REPLACEMENT RAINWATER PIPES

 

There was submitted Agenda Note AN178-2005 reporting that the rainwater downpipes within the Baldovie Plant had extensively deteriorated with age and required to be replaced to prevent water damage to the depot.

 

The Committee agreed that the lowest offer received from Barnett and Milne, Roofing Contractors, Dundee, amounting to 5,962.10 be accepted.

 

II LEASE OF BIN LIFTING EQUIPMENT

 

There was submitted Report No 271-2005 by the Head of Waste Management seeking authority to lease two bin lifting units which would be fitted to two recyclate (commercial paper) collection vehicles for collection operations by the Waste Management Department.

 

The Committee agreed that the offer from Dennis Eagle Limited amounting to 29,800 be accepted.

 

III LEASE OF MATERIAL HANDLER

 

There was submitted Report No 272-2005 by the Head of Waste Management seeking authority to lease a material handler for recycling operations at the Baldovie Waste Recycling and Processing Plant within the Waste Management Department.

 

The Committee agreed that the offer from Hydrex Equipment UK Limited amounting to 109,000 be accepted.

 

IV NATIONAL WASTE STRATEGY - FURTHER PROJECT DETAILS

 

On a reference to Article II of the minute of meeting of this Committee of 21st June 2004 wherein approval was given for recycling projects there was submitted Report No 273-2005 by the Head of Waste Management providing details on a citywide recycling initiative planned for the forthcoming months under the National Waste Strategy and seeking Committee approval for these.

 

The Committee agreed that the projects detailed within the Report be approved.

 

V DETAILED ASSESSMENT OF AIR QUALITY IN DUNDEE

 

There was submitted Report No 190-2005 by the Head of Environmental Health and Trading Standards on the content of the detailed assessment of air quality in Dundee which fulfilled the Council's statutory obligations under the Environment Act 1995.

 

The Committee agreed:-

 

(i) that the principal findings of the air quality detailed assessment and its submission to the statutory consultees, the Scottish Executive and the Scottish Environment Protection Agency be noted;

 

(ii) that with regard to the declaration of Air Quality Management Areas (AQMA), further assessment and consultation with appropriate stakeholders be required to determine the boundaries of the proposed Air Quality Management Areas for Nitrogen Dioxide (NO2) within the City; and

 

(iii) that, the completion of further monitoring and ongoing assessment in respect of fine particulates (PM10) be noted, the purpose of this work would be to determine whether the local authority had a statutory requirement to designate an Air Quality Management Area(s) in respect of PM10.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that this would involve the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7(A) to the above Act.

 

VI DISPOSAL OF CYCLONE AND FILTER ASH

 

There was submitted Report No 274-2005 by the Head of Waste Management seeking authority to enter into a contract for the recycling and disposal of cyclone and filter ash.

 

The Committee agreed to accept the offer as outlined in the report.

 

VII CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87(1) - BUILDINGS IN NEED OF REPAIR

 

There was submitted Agenda Note AN149-2005 reporting that Notices had been served on the owners of various properties requiring works to be carried out.

 

The Committee agreed that the Head of Environmental Health and Trading Standards be authorised to carry out the work should the owners not comply within the time period allowed in the Notices.
