The minute of meeting of this Committee of 15th November, 2004 was held as read.

I KEEP SCOTLAND BEAUTIFUL

 

Prior to commencement of business, Mr John Summers, National Director of Keep Scotland Beautiful presented Councillor Julia Sturrock with a Certificate confirming Dundee City Council's ongoing membership of the People and Places Programme. The Certificate gave recognition to the fact that the Council's annual action plan to improve street cleanliness and environmental quality had been approved by Keep Scotland Beautiful.

 

The Committee noted the award and the progress made by the City Council in this regard.

 

II RESTRUCTURING OF THE LOCAL AGENDA 21 WORKING GROUPS

 

There was submitted Joint Report No 798-2004 by the Assistant Chief Executive (Community Planning) and the Head of Waste Management seeking approval for the restructuring and renaming of the Local Agenda 21 Working Groups.

 

The Committee agreed:-

 

(i) that the restructuring of the Local Agenda 21 "Dundee 21" Working Group (Elected Member led) and renaming of the group to become the Sustainability Policy Review Group, the elected member composition of which would remain unchanged be approved;

 

(ii) that the restructuring of the Local Agenda 21 Core Officer Group and renaming of the group to become the Sustainability Policy Implementation Group be approved;

 

(iii) that the Sustainability Policy Implementation Group be remitted to draft a Sustainability Policy for Dundee City Council; and

 

(iv) that the Sustainability Policy Review Group be remitted to meet annually to review the sustainability policy and actions.

III NATIONAL WASTE STRATEGY  FURTHER PROJECT DETAILS

 

On a reference to Article II of meeting of the Environmental Services and Sustainability Committee of 21st June, 2004, there was submitted Report No 833-2004 by the Head of Waste Management providing details on the city-wide recycling initiatives plan for the forthcoming months under the National Waste Strategy and to seek Committee approval for these.

 

The Committee agreed that the projects detailed within the report be approved.

 

IV PURCHASE OF PLASTIC BOXES FOR RECYCLATES

 

There was submitted Report No 845-2004 by the Head of Waste Management seeking authority to purchase 6,000 plastic boxes for the storage and collection of materials from domestic sources for recycling.

 

The Committee agreed that the offer received from Straight plc, amounting to 16,560, for the supply of 6,000 boxes of 55 litre capacity with nets and lids, be accepted.

 

V PURCHASE OF COLLECTION VEHICLES FOR RECYCLATES

 

There was submitted Report No 846-2004 by the Head of Waste Management seeking approval for the purchase of two recycling vehicles for use by the Waste Management Department for the collection of domestic and commercial paper.

 

The Committee agreed that the offer received from Dennis Eagle Ltd, amounting to 201,430, for the supply of two commercial paper recycling vehicles, be accepted.

 

VI PURCHASE OF GREEN WASTE SHREDDER

 

There was submitted Report No 849-2004 by the Head of Waste Management seeking authority to purchase a green waste shredder for use at the Baldovie Waste Recycling Plant within the Waste Management Department.

 

The Committee agreed that the offer received from Wilkie Recycling Systems Ltd, amounting to 120,465, for the purchase of a green waste shredder, be accepted.

 

VII AIR QUALITY  PURCHASE OF ADDITIONAL ACCESSORIES FOR PARTICULATE MONITORS

 

With reference to Article V of the minute of meeting of the Environmental Services and Sustainability Committee of 21st June, 2004 wherein approval was given for the purchase of five Osiris Environmental Particulate Monitors from Turnkey Instruments. There was submitted Agenda Note AN492-2004 seeking approval for the purchase of additional accessories for Particulate Monitors.

 

The Committee agreed to the purchase of additional accessories as follows:-

VIII SCOTTISH MOTOR VEHICLE TESTING UNIT

 

There was submitted Agenda Note AN493-2004 seeking approval for the extension of the fixed term contract for the operator of the Scottish Motor Vehicle Testing Unit managed by Dundee City Council Trading Standards Service.

 

The Committee agreed to the extension of the contract.

 

IX TENDERS RECEIVED BY CITY ENGINEER  MARCHBANKS BIN STORE

 

There was submitted Report No 815-2004 by the City Engineer detailing tenders received for works to Marchbanks Bin Store.

 

The Committee agreed that the offer received from Torith Limited, amounting to 64,631.40, be accepted.

 

X PURCHASE OF EQUIPMENT  GAS CHROMATOGRAPH/MASS SPECTROMETER  GAS CHROMATOGRAPH WITH FLAME IONISATIONAND ELECTRON CAPTURE DETECTORS

 

There was submitted Report No 851-2004 by the Scientific Services Manager/Public Analyst seeking approval for Scientific Services to purchase a Gas Chromatograph/Mass Spectrometer and Gas Chromatograph with Flame Ionisation and Electron Capture Detectors.

 

The Committee agreed that the offer from Thermo Electron Limited amounting to 57,247, as detailed in the report, be accepted.

 

The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they would involve the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part I of Schedule 7(A) to the above Act.

 

XI CIVIC GOVERNMENT (SCOTLAND) ACT, 1982  SECTION 87(1)  BUILDINGS IN NEED OF REPAIR

 

There was submitted Agenda Note AN494-2004 reporting that Notices had been served on the owners of various properties requiring works to be carried out.

 

The Committee agreed that the Head of Environmental Health and Trading Standards be authorised to carry out the works should the owners not comply within the time period allowed in the Notices.

 

XII CIVIC GOVERNMENT (SCOTLAND) ACT, 1982  SECTION 90  LIGHTING OF COMMON STAIRS

 

There was submitted Agenda Note AN495-2004 reporting that Notices had been served on the owners of various properties requiring works to be carried out.

 

The Committee agreed that the Head of Environmental Health and Trading Standards be authorised to carry out the works should the owners not comply within the time period allowed in the Notices.
