The minute of meeting of this Committee of 23rd August, 2004 was held as read.

I FIRST REVIEW OF THE SOCIAL WORK DEPARTMENT SERVICE PLAN 2003/2007

 

There was submitted Report No 635-2004 by the Director of Social Work on the progress made against the performance targets specified in the Social Work Department Service Plan 2003/2007.

 

The Committee agreed:-

 

(i) that the contents of the report be noted; and

 

(ii) that the Director of Social Work be supported in achieving the targets specified in the Dundee City Social Work Department Service Plan 2003-2007.

 

II THE WAY FORWARD FOR DUNDEE'S CHILD AND FAMILY CENTRES

 

There was submitted Joint Report No 479-2004 by the Director of Social Work and the Assistant Chief Executive (Management) on the outcome of the strategic review of Child and Family Centres services in Dundee, and that new arrangements would be proposed for the future targeting and organisation of the service and the framework for family support service in Dundee within which the staff employed would provide a range of family support services to children aged 0-12 and their families living in all areas of the City.

 

The Committee agreed:-

 

(i) that the re-branding of the service from Dundee Child and Family Centre to Dundee Family Support Service be approved;

 

(ii) that the proposed organisational model for the new Family Support Service be approved;

 

(iii) that the plans for the reconfiguration of the current staffing structure in Dundee's Child and Family Centres to create a network of Family Support Teams be approved;

(iv) that the cessation of charges for sessional care services for children aged 0-3 be approved;

 

(v) that the adoption of a partnership approach for the development and delivery of family support services with the Voluntary Sector, Education and Health be approved;

 

(vi) that the Directors of Social Work and Education be instructed to bring forward a joint report on the establishment of operating principles for the delivery of local Early Years and Family Support Resource Panels; and

 

(vii) that the personnel implications arising from the report be remitted to the Personnel Committee for consideration.

 

III PAYMENTS FOR SERVICES PROVIDED BY VOLUNTARY BODIES 2004/2005 - AMENDMENT TO REPORT

 

On a reference to Article VII of the minute of meeting of 23rd August, 2004 there was submitted Agenda Note AN351-2004 reporting that of the organisations which had been listed in the appendix to the report "Age Concern - Celebrating Age Network" should have read "Age Concern - Advocacy for Older People".

 

The Committee agreed that the amendment be noted.

 

IV CONFERENCE - PROTECTING SCOTLAND'S CHILDREN

 

There was submitted Agenda Note AN352-2004 reporting that a conference on Protecting Scotland's Children would take place at the West Park Centre, Dundee on Tuesday 5th October, 2004.

 

The cost of attendance would be approximately 130 per person excluding travel and subsistence allowances.

 

The Committee agreed that elected member attendance at the conference be one member of the Administration, one member of the SNP Group and one member of the Conservative Group.
