I SATELLITE DISHES AND OTHER ANTENNAS - CONSULTATION ON POSSIBLE CHANGES TO PLANNING REGULATIONS
There was submitted Report No 513-2004 by the Director of Planning and Transportation informing the Committee of the contents of the Scottish Executive's Consultation Paper on "Satellite Dishes and Other Antennas" and setting out the Council's responses to the questions in the Paper.
The Committee noted the contents of the Consultation Paper and agreed to respond to the questions asked as set out in the report.
II REVIEW OF WINTER MAINTENANCE OPERATIONS
There was submitted Report No 544-2004 by the Director of Planning and Transportation advising the Committee of proposed short-term and medium-term measures aimed at improving the Winter Maintenance Service.
The Committee noted the terms of the report and approved:-
(a) the purchase of approximately 100 additional grit bins for inclusion within housing areas for footpaths not currently covered by grit bins;
(b) the establishment of five "Hit Squads" and the purchase of twenty barrow gritters for tackling footpaths in problem areas;
(c) the commissioning of the updated thermal mapping surveys and use of the new Route Optimisation software; and
(d) the use of Global Positioning Satellite (GPS) technology on a trial basis within some of the road-gritter vehicles and footway ploughs.
III GRANT OFFER FOR PUBLIC TRANSPORT PROJECTS IN 2004/2005
There was submitted Report No 520-2004 by the Director of Planning and Transportation seeking Committee approval for the implementation of Public Transport Projects arising from extra funding made available by the Scottish Executive in 2004/2005.
The Committee approved the implementation of Public Transport Projects as outlined in the report.
IV TURNBERRY AVENUE BUS PROVISION - PROHIBITION OF DRIVING EXCEPT FOR BUSES
There was submitted Report No 514-2004 by the Director of Planning and Transportation seeking Committee approval for the implementation of a Traffic Regulation Order to prohibit all vehicles except for buses in the bus facility in Turnberry Avenue.
The Committee approved the preparation of the necessary Traffic Regulation Order.
V QUALITY OF LIFE FOOTPATH REPAIRS - CONTRACT 4
There was submitted Agenda Note AN325-2004 whereby reference was made to the minute of meeting of this Committee of 26th April 2004 and 24th May 2004, when authority was given for the City Engineer to obtain tenders based on the Unit Rate Contract for minor roadworks for the Housing Footpath Repairs Programmes 2004/05.
It was reported that it had been intended to carry out a trial of the retread recycling process on a section of the Adopted Footways Programme but following a detailed technical assessment, it had been determined that for logistical reasons, it would be more appropriate to carry out this trial on a section of the footpaths within the Housing Footpaths Programme.
The Committee approved the appointment of Tayside Contracts to carry out these works to a value of 115,000 based on the Unit Rate Contract, including an allowance of 40,000 for the specialist sub-contractor Colas Limited, together with allowances for professional fees and contingencies of 15,500.
VI 20 MPH SPEED LIMIT AROUND SCHOOLS
There was submitted Agenda Note AN326-2004 whereby reference was made to Article IX of the meeting of this Committee of 26th January 2004 when Committee approved the implementation of 20 mph speed limits around schools.
It was reported that the works comprised the installation of a number of illuminated 20 mph signs at each school location, and because of the similarity of work type and the need for future safety inspections and maintenance, it was proposed to instruct this work to be carried out as an extension to the Street Lighting Partnership with Tayside Contracts.
The Committee agreed to award this work to Tayside Contracts through the Street Lighting Partnership and to incur expenditure up to a limit of 661,000.

VIII TRAFFIC ORDERS ETC
There was submitted Agenda Note AN329-2004 advising the Committee of the undernoted Traffic Orders:-
(a) DUNDEE CITY COUNCIL (CARBERRY CRESCENT, DUNDEE) (STOPPING-UP OF ROADS AND FOOTPATHS) ORDER 2004
Reference was made to Article XIII of the minute of meeting of this Committee of 26th January 2004 wherein it was agreed to stop-up sections of roads and footpaths at Carberry Crescent to facilitate the construction of a new housing development following the demolition of old housing stock.
It was reported that the Order was duly prepared and advertised in the Dundee Courier and Advertiser and The Edinburgh Gazette and the relevant statutory undertakers were consulted. No objections were received.
The Committee therefore agreed to authorise and confirm the Stopping-Up Order and authorise formal publication of the confirmation after which the Order would become operative.
(b) DUNDEE CITY COUNCIL (GRAY STREET, BROUGHTY FERRY, DUNDEE) (VARIATION OF WAITING RESTRICTIONS) ORDER 2005
Reference was made to Article V of the minute of meeting of this Committee of 24th May 2004 instructing and authorising the preparation of an Order to improve safety by removing the major causes of obstruction at the level crossing in Gray Street, Broughty Ferry.
It was reported that the proposed Order was duly drafted and during the consultation period no adverse comments were received.
The Committee therefore agreed to authorise formal publication of the Order as drafted.
(c) DUNDEE CITY COUNCIL (CENTRAL AREA, DUNDEE) (VARIATION OF PAY AND DISPLAY TARIFFS) ORDER 2004
Reference was made to Article VI of the minute of meeting of this Committee of 23rd February 2004 instructing and authorising the preparation of an Order to relax the time limits for pay and display spaces on the periphery of the Central Area where there are a few commercial properties requiring a high turnover.
It was reported that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received. Thereafter, the order was duly advertised and there were no objections.
The Committee therefore agreed to make the Order as advertised.
(d) DUNDEE CITY COUNCIL (BELL STREET, DUNDEE) (PROHIBITION OF DRIVING) ORDER 2004
Reference was made to Article XI of the minute of meeting of this Committee of 26th January 2004 instructing and authorising the preparation of an Order to improve pedestrian safety in the vicinity of a school and university by removing through traffic.
It was reported that the proposed Order was duly drafted and during the statutory consultation period no adverse comments were received. Thereafter the Order was duly advertised and there were no objections.
The Committee therefore agreed to make the Order as advertised.
IX TENDERS RECEIVED BY CITY ENGINEER
There was submitted Report No 531-2004 by the Director of Planning and Transportation detailing tenders in respect of the undernoted contracts.
(a) KIRKTON CENTRAL CORE
The Committee agreed to accept the lowest offer from T & N Gilmartin (Contractors) Ltd in the sum of 107,770.05, to which required to be added allowances amounting to 204,479.27, making a total expenditure of 312,249.32.
(b) BALUNIE AVENUE CARRIAGEWAY RESURFACING
The Committee agreed to accept the lowest offer from Tayside Contracts in the sum of 68,659.30.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted items of business on the grounds that they involved the likely disclosure of exempt information as defined in paragraphs 6 and 9 of Part I of Schedule 7A of the Act.
X DUNDEE RAILYARDS REDEVELOPMENT
On a reference to Article IX of the minute of meeting of the Economic Development Committee of 16th August 2004 and Article XII of the minute of meeting of the Leisure and Arts Services Committee there was submitted Report No 576-2004 by the Director of Economic Development seeking approval to the granting of various rights of access in connection with the redevelopment of Dundee Railyards by Scottish Enterprise Tayside.
The Committee agreed to the recommendations in the report.
XI SITE AT CORNER OF ALEXANDER STREET/CARNEGIE STREET, HILLTOWN
There was submitted Agenda Note AN327-2004 relative to the above site.
The Committee remitted to the Director of Economic Development to negotiate the purchase of derelict property at 98 Alexander Street with a view to demolition and clearance of the site to promote its development in accordance with the Jamaica Works Draft Site Planning Brief.
XII SITE AT DURA STREET/STOBSWELL ROAD/HARRIET STREET
There was submitted Agenda Note AN332-2004 relative to the above mentioned site.
The Committee approved the sale of the site, subject to planning consent, as detailed in the note and remitted to the Director of Economic Development and Depute Chief Executive (Support Services) to conclude the sale.
