I PLANNING AND TRANSPORTATION DEPARTMENT - PARKING SECTION STAFFING STRUCTURE
On a reference to Article III of the minute of meeting of the Planning and Transportation Committee of 2nd December 2002, there was submitted Report No 139-2004 by Director of Planning and Transportation seeking Committee approval to establish the initial Staffing Structure for the Car Park operations in order to implement and operate the decriminalisation parking enforcement arrangements with effect from 1st April 2004.
The Committee approved the Staffing Structure and gradings for the Parking Section in the Planning and Transportation Department as detailed in Appendices A and B of the report.
II ARDLER - TENDER FOR ARDLER 11 A-SIDE PITCH WEST
There was submitted Agenda Note AN98-2004 whereby reference was made to Article IX of the minute of meeting of the Planning and Transportation Committee of 29 April 2002 wherein the tender for a 7 a-side pitch was accepted. Reference was made to that being the first of 3 pitches proposed as part of the Ardler redevelopment. It was noted that the second pitch was now complete and the Director of Leisure and Arts had now sought tenders for the construction of the third pitch.
The proposed football pitch would make use of an existing derelict piece of ground and provide valuable green space.
The work would be carried out over 2 phases. The first phase would start in February 2004 and be completed in March 2004. Phase 2 would follow on from Phase 1 and should be completed by December 2004.
Three offers were sought for the construction of the works from:

The Committee agreed to accept the offer from T & N Gilmartin for 96,849.61, and approved a contingency fee of 3,150 and professional fees of 6,800.
This would give an overall total of 106,800.
The Committee noted that the project would be funded from the capital receipts generated within the Ardler New Housing Partnership Project.
The revenue implications of developing this pitch were already allowed for in the arrangement for the open space in Ardler, and that the overall expenditure would be 103,650.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the public be excluded from the meeting of the undernoted item of business on the grounds that it involved the likely disclosure of exempt information as defined in paragraph 9 of Part 1 of Schedule 7(A) of the Act.
III SITE AT ARTHURSTONE TERRACE/ERSKINE STREET, DUNDEE
There was submitted Agenda Note AN101-2004 advising that a site, on the corner of Arthurstone Terrace and Erskine Street, originally acquired for the North East Arterial Route and had been identified, in partnership with the Director of Housing and Home in Scotland Limited, for the erection of 6 flats for general needs social rented housing and 5 townhouses for special needs hostel resettlement accommodation.
The Committee agreed to declare this site surplus to the Council's requirements and instruct the Director of Economic Development and the Depute Chief Executive (Support Services) to conclude the sale of this site to Home in Scotland Limited on terms provisionally agreed with the Director of Economic Development.
IV SITE AT 16/18 ARTHURSTONE TERRACE, DUNDEE
There was submitted Agenda Note AN102-2004 advising that the abovementioned site, originally acquired for the North East Arterial Route, had been identified in partnership with the Director of Housing and Abertay Housing Association Limited for the erection of 6 flats for rent for National Children's Homes and 2 flats for mainstream rent.
The Committee agreed to declare this site surplus to the Council's requirements and to instruct the Director of Economic Development and the Depute Chief Executive (Support Services) to conclude the sale of this site to Abertay Housing Association on terms provisionally agreed with the Director of Economic Development.
