I SCOTTISH EXECUTIVE CONSULTATION ON PROPOSED LEGISLATIVE MEASURES TO INTRODUCE STRATEGICENVIRONMENT ASSESSMENT IN SCOTLAND
There was submitted Joint Report No 181-2004 by the Assistant Chief Executive (Community Planning) and the Director of Planning and Transportation outlining the proposals from the Scottish Executive on the introduction of Strategic Environmental Assessment and setting out a proposed response from Dundee City Council.
The Committee endorsed the response to the consultation paper as set out in the report.
II LOCAL AIR QUALITY MANAGEMENT - DUNDEE CITY COUNCIL'S DETAILED ASSESSMENT 2003/04
There was submitted Agenda Note AN123-2004 reporting that the second round of the air quality review and assessment process would be undertaken in two steps. It was also reported that the City Council had submitted the initial Updating Screening Assessment (USA) to the Scottish Executive in May, 2003, which concluded that the City Council would have to complete a Detailed Assessment in respect of NO2, SO2 and PM10. The deadline for the submission of the Detailed Assessment would be the end of April, 2004, however, the Scottish Executive had extended the deadline to October/November, 2004.
It was further reported that the Updating and Screening Assessment submitted by Dundee City Council had been placed in the West of England University website as an example of good practice for other local authorities.
The Committee noted the position.
III TENDER FOR UNDERTAKING VARIOUS TRAFFIC SURVEYS
There was submitted Report No 226-2004 by the Head of Environmental Health and Trading Standards seeking approval to accept the tender submitted by The Paul Castle Consultancy, to undertake various traffic surveys which would be necessary to successfully complete the next phase of the Review and Assessment of Air Quality in Dundee.
The Committee agreed to accept the lowest offer by The Paul Castle Consultancy, Airdrie amounting to 7,457.00 to undertake the necessary traffic surveys.
IV PURCHASE OF RECYCLING EQUIPMENT
There was submitted Report No 242-2004 by the Head of Waste Management seeking authority to purchase recycling equipment for use at the Baldovie Waste Recycling Plant within the Waste Management Department.
The Committee agreed to accept the offer from Reywum GB Ltd amounting to 26,400 for the provision of recycling equipment.
V PURCHASE OF COMPOST BINS
There was submitted Agenda Note AN124-2004 seeking approval to purchase 17,000 brown compost bins for distribution in 2004/05 for a variety of areas currently not covered by this collection service.
Reference was made to Article II of the Environmental and Consumer Protection Committee of 30th June, 2003 when the contract price of wheeled bins from SSI Schaefer was extended for a further period. The price per compost bin would be 19.00, therefore the total cost of these bins would be 323,000.00.
The Committee approved the purchase of 17,000 brown compost bins from SSI Schaefer at a total cost of 323,000.00.
VI WASTE MANAGEMENT CONFERENCE - ATTENDANCE OF ELECTED MEMBERS
There was submitted Agenda Note AN127-2004 reporting that a Waste Management Conference and Exhibition would be held at the Redcliffe Hotel, Paignton, Torbay from 15th to 18th June, 2004.
The estimated cost of attendance would be 693.25 per delegate, excluding travel and subsistence allowances.
The Committee agreed that the Convener or her nominee attend the conference.
The Committee resolved under Section 50(A)(4) of the Local Government (Scotland) Act 1973 that the press and public be excluded from the meeting for the undernoted item of business on the grounds that would involve the likely disclosure of exempt information as defined in paragraphs 3, 6 and 9 of Part 1 of Schedule 7(A) to the above Act.
VII CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87(1) - BUILDINGS IN NEED OF REPAIR
There was submitted Agenda Note AN125-2004 reporting that Notices had been served on the owners of various properties requiring works to be carried out.
The Committee agreed that the Head of Environmental Health and Trading Standards be authorised to carry out the work should the owners not comply within the time allowed in the Notices.
