I SCOTTISH PLANNING POLICY (SPP) 17 - PLANNING FOR TRANSPORT CONSULTATION DRAFT
There was submitted Report No 201-2004 by the Director of Planning and Transportation outlining the provisions of the consultation draft of Scottish Planning Policy (SPP) 17 - "Planning for Transport" and seeking the Committee's approval for the submission of comments on behalf of the City Council to the Scottish Executive.
The Committee agreed to:-
(a) note the contents of this report; and
(b) remit the Director of Planning and Transportation to submit comments on the draft SPP as set out in the appendix to the report, to the Scottish Executive.
II CITY CENTRE FACADE ENHANCEMENT GRANT SCHEME AND FACADE ENHANCEMENT GRANT SCHEMES IN ALBERT STREETAND HILLTOWN - ANNUAL UPDATE AND TRANSFER TO THE DUNDEE HISTORIC ENVIRONMENT
There was submitted Report No 162-2004 by Director of Planning and Transportation advising the Committee as to the progress being made to date on implementing the Facade Enhancement Grant Schemes, in the City Centre, Albert Street and Hilltown, and advising of the targeted areas for financial year 2004-2005, to be run under the auspices of the Dundee Historic Environment Trust.
The Committee agreed to:-
(a) note the progress being made within the three Facade Enhancement Grant Scheme areas during financial year 2003-2004; and
(b) instruct the Dundee Historic Environment Trust to pursue facade enhancement schemes within the areas identified in Appendix 2 to the report.
III DEVELOPERS FAILING TO COMPLY WITH ROAD CONSTRUCTION CONSENT CONDITIONS
There was submitted Report No 109-2004 by Director of Planning and Transportation advising the Committee on difficulties being encountered with developers failing to comply with Road Construction Consent conditions on various sites and seeking approval for action in dealing with such non-compliance.
The Committee agreed to:-
(a) authorise the Director of Planning and Transportation to serve an order on the three developments identified as having failed to comply with the conditions contained within the Road Construction Consent;
(b) where a bond is in place, authorise the Director of Planning and Transportation to arrange to have the necessary works carried out in the event that the terms of the notice are not fulfilled; and
(c) where a bond is not in place, remit the Director of Planning and Transportation to report back on the available options and likely costs of the necessary works.
IV PROPOSED AMENDMENT TO CRITERIA USED TO PRIORITISE THE LIST OF UNADOPTED FOOTWAYS/FOOTPATHS
The Committee agreed that this item be deferred for one month to allow officers to further consider safety criteria when prioritising the List of Unadopted Footways/Footpaths.
V DUNDEE CITY COUNCIL (BLINSHALL STREET, DUNDEE) (STOPPING UP) ORDER 2004
Reference was made to Article X of the minute of meeting of this Committee of 1st December, 2003, wherein it was agreed to stop up the section of road at Blinshall Street, which can be declared unnecessary, as the length of road only serves one frontager who wishes to encompass it into their property.
There was submitted Agenda Note AN132-2004 advising that the Order was duly prepared and advertised in the Dundee Courier and Advertiser and The Edinburgh Gazette, and the relevant statutory undertakers consulted, and no objections were received.
The Committee therefore agreed to authorise and confirm the Stopping Up Order, and authorise formal publication of the confirmation, after which the Order would become operative.
