The Committee authorised the Director to carry out the work should the owners not comply within the time allowed in the Notices.
II CONTAMINATED LAND STRATEGY
Reference was made to Article II of the minute of meeting of this Committee on 17th September 2001 when the Strategy for Contaminated Land was approved.
The Director of Environmental and Consumer Protection reported that implementation of this strategy required extensive mapping of the City, prioritising areas for investigations, physical investigation of sites, sampling and testing of soils and water, and analysis of results to determine the possible impacts and it was proposed to form a team comprising a mixture of in-house staff and external specialists in environmental engineering, geology, and toxicology.
The team would use the Dundee Risk Evaluator Assessment Model (DREAM) methodology prepared by Environmental and Consumer Protection to identify a number of sites for full investigation.
It was further reported that in order to facilitate the physical investigations, the City Engineer had recommended that a Unit Rate form of contract be utilised with rates being obtained on an annual basis from a number of specialist contractors experienced in contaminated land site investigations. These rates would then be used to produce offers for individual work packages, with the most favourable being reported to this Committee for approval.
It was noted that the extent of this work depended on the number of sites to be investigated and on the degree of contamination found; however, the City Engineer and Public Analyst had prepared a proposal for staff and consultants time, physical site investigations, sampling, testing and analysis, amounting to 80,000.00 in this financial year.
The Committee approved the abovementioned arrangements.
III NATIONAL WASTE STRATEGY
There was submitted Report No 683-2001 by the Directors of Environmental and Consumer Protection and Planning and Transportation advising members of the three options identified to date in the Area Waste Plan process.
The Committee noted the three options, as detailed in the report, for inclusion in an Options Paper to be prepared by the Tayside Area Waste Group.
IV ENVIRONMENTAL PROTECTION ACT 1990 - ABATEMENT NOTICE IN RESPECT OF STATUTORY NUISANCE
It was reported for the information of the Committee that, following complaints from neighbouring residents, and following consultation with the Convener and Majority and Minority Group spokespersons, the Director of Environmental and Consumer Protection had authorised officers to disable two intruder alarms at Holly Road, Broughty Ferry and North Street, Dundee, which had been sounding continuously over a considerable period of time, in order to remove the noise nuisance.
The Committee noted accordingly.
