I MINUTE OF CASES SUB-COMMITTEE OF 1ST OCTOBER, 2003

 

The minute of meeting of the Cases Sub-Committee of 1st October, 2003 was submitted and noted for information and record purposes, a copy of which is attached to this minute as an appendix.

 

II SOCIAL WORK DEPARTMENT - THROUGHCARE SERVICE FOR EX-PRISONERS - ESTABLISHMENT OF POSTS

 

There was submitted Joint Report No 607-2003 by the Director of Social Work and the Assistant Chief Executive (Management) outlining the background to the new throughcare service and the services to be provided across the Criminal Justice Partnership area, and detailing the services to be provided within Dundee City Council. The report also sought approval of the plans for the service and the establishment of two new posts.

 

The Committee agreed that the plans for the service be approved.

 

III SCOTTISH THROUGHCARE AND AFTER CARE FORUM - ANNUAL CONFERENCE - 3RD AND 4TH DECEMBER,2003

 

There was submitted Agenda Note AN455-2003 reporting that the annual conference of the Scottish Throughcare and After Care Forum would be held at the Apex City Quay Hotel, Dundee on Wednesday, 3rd and Thursday, 4th December, 2003. The cost for attending the full conference (non-residential) would be 115 per delegate excluding travel and subsistence allowances.

 

The Committee agreed that elected member representation at this conference be one member of the Administration, one member of the SNP Group and one member of the Conservative Group.

 

IV PAYMENTS FOR SERVICES PROVIDED BY VOLUNTARY BODIES 2003/2004

 

Councillor Barrie declared a non-financial interest in the following item by virtue of his appointment by the City Council to the position of Director with the Dundee Blind and Partially Sighted Society.

 

Bailie Borthwick declared a non-financial interest in the following item by virtue of his employment with Age Concern Scotland, an organisation to which Ardler Information Point, Dundee Society for Visually Impaired and the Mid Craigie Parish Project were affiliated to.

 

There was submitted Report No 674-2003 by the Director of Social Work recommending the level of payments for services provided by voluntary organisations for 2003/2004.

 

The Committee agreed payments to the voluntary organisations as listed in the report and at the levels outlined, subject to the Director of Social Work remaining satisfied that the service provided met the service specification.

 

V REPLACEMENT DAY CENTRE FOR OLDER PEOPLE

 

Bailie Borthwick declared a non-financial interest in the following item by virtue of his employment which may result in contact with those attending or their relatives.

 

There was submitted Joint Report No 617-2003 by the Director of Social Work and the City Architectural Services Officer seeking approval for the replacement of Wellgate and Menzieshill Day Centres for older people with a new building on the site currently occupied by Ancrum House.

 

The Committee agreed:-

 

(i)that the proposed replacement of Wellgate and Menzieshill Day Centres on the site of Ancrum House, Morven Terrace, Dundee at a total cost of 1.25 million inclusive of fees be approved; and

 

(ii)that the City Architectural Services Officer be authorised to negotiate a contract not exceeding 1.25 million under a partnering arrangement with Forman Construction Limited, Dundee and the Depute Chief Executive (Support Services) in conjunction with the Director of Social Work issuing acceptance for this contract.

 

VI MINOR CAPITAL AND PLANNED MAINTENANCE WORKS 2003/2004 - PHASE 2

 

There was submitted Report No 684-2003 seeking approval for the City Architectural Services Officer to obtain offers and tenders, and for the Depute Chief Executive (Support Services) in conjunction with the Director of Social Work to accept these offers and tenders, for Minor Capital and Planned Maintenance Works up to a total cost of 220,350.

 

The Committee agreed:-

 

(i)that the City Architectural Services Officer be authorised to obtain offers and tenders for the Minor Capital and Planned Maintenance Works; and

 

(ii)that the Depute Chief Executive (Support Services) in conjunction with the Director of Social Work be authorised to accept the offers and tenders as recommended by the City Architectural Services Officer for these works.

 

VII CHILDREN IN SCOTLAND ANNUAL CONFERENCE - 6TH AND 7TH NOVEMBER, 2003

 

There was submitted Agenda Note AN477-2003 reporting that the annual Children in Scotland Conference would be held in Nairn on 6th and 7th November, 2003. The cost, to the City Council, for attending the full conference (residential) would be 210 excluding travel and subsistence allowances.

 

The Committee agreed that Bailie Helen Wright be the elected member representative at this conference.
