I FIFTH PERIODICAL REVIEW OF PARLIAMENTARY CONSTITUENCIES IN SCOTLAND

 

Reference was made to Article I of the minute of meeting of the City Council 4th March, 2002 wherein it was agreed to formally object to the Commission's provisional proposals and that alternative proposals be submitted to the Commission.

 

There was submitted Agenda Note AN336-2003 intimating that as a result of the foregoing a local inquiry was held in Dundee on 31st October and 1st November, 2002 and after considering a report on the inquiry the Commission had confirmed its provisional proposals for the combined areas of Dundee City Council and Angus Council.

 

After discussion Councillor Shimi seconded by Councillor Grant moved:-

 

"(i) for the reasons given at the Local Inquiry the City Council reaffirms its view that

 

(a) the Dundee West Constituency should include the East Carse Ward (Perth & Kinross Council) (electorate 2,665) but should exclude the Fairmuir and Stobswell wards (Dundee City Council) (total electorate 7,533)

 

(b) The Dundee East Constituency should include the Fairmuir and Stobswell wards (Dundee City Council) (total electorate 7,533) and exclude Carnoustie West, Carnoustie Central and Carnoustie East Wards (Angus Council) (total electorate 8,841)

 

(ii)The Chief Executive be remitted to advise the Boundary Commission that these are Dundee City Council's representations on the Commission's recommendations."

 

As an amendment Councillor Mackie seconded by Councillor Wallace moved that the Council note and accept the proposals.

 

On a division, there voted for the motion - Lord Provost Letford, Councillors Shimi, Keenan, Regan, Farquhar, Sturrock, Grant, Hind, Morrow, Wright, Macpherson, Dick, Don, Duncan, Beattie, Andrew Dawson, Sawers, FitzPatrick, Roberts, Corrigan, Barrie, Will Dawson, Fordyce and Borthwick (24); and for amendment - Councillors Powrie, Mackie, Wallace, Webster and Scott (5) - whereupon the motion was declared carried.

 

II APPOINTMENTS TO OUTSIDE BODIES - MEMBERSHIP OF CHILDREN'S PANEL ADVISORY COMMITTEE

 

Reference was made to Article V(vi) of the minute of meeting of the City Council 1st May, 2003 wherein it was agreed that the Convener of the Social Work Committee and a Liberal Democrat representative be appointed to serve on the Children's Panel Advisory Committee (CPAC).

 

There was submitted Agenda Note AN335-2003 intimating that Councillor Dick had intimated her resignation from the CPAC with immediate effect and in light of this change in circumstances and in view of the fact that Councillor Fordyce had previous experience as a member of the CPAC and had shown a willingness to continue in this capacity it was recommended that Councillor Fordyce be appointed to serve on the CPAC.

 

The Council approved accordingly.
