II MOZART FESTIVAL
There was submitted Agenda Note AN285-2003 reporting that the Lord Provost, Lady Provost and a Council Officer had been invited to visit Wurzburg as guests of that City in connection with the Mozart Festival towards the end of June 2003.
The Committee agreed that the invitation be accepted.
III JOAN OF ARC CELEBRATIONS
Reference was made to Article II of the minute of meeting of the City Council of 10th March, 2003 wherein, it was agreed to authorise the attendance of Councillor Rolfe, his wife and a Council Officer at the above event in early May.
There was submitted Agenda Note AN286-2003 intimating that it had subsequently proved impossible for Councillor Rolfe to attend and, in view of the fact that this event took place in the week following elections when the statutory meeting was due to take place, it was recognised that it would be impractical for elected members to attend this event and therefore proposed that the Chairman of the local Orleans Twinning Association and his wife be authorised to attend on behalf of the Council, together with a Council Officer.
It was noted that the Chief Executive, in consultation with the Lord Provost and Councillors Corrigan and Mackie, had approved the foregoing in view of the timescales involved.
The Committee noted accordingly.
IV APPOINTMENTS TO OUTSIDE BODIES
It was noted that Councillors who were members of the outside bodies listed 1-30 and 32 would need to declare an interest and may not be able to speak or vote on matters relating to these bodies which came before the Council.
It was further noted that members of Prison Visiting Committees and Nuclear Free Zones Local Authorities would be able to speak and vote on matters relating to these bodies which came before the Council.

On a division, there voted for the motion - Lord Provost Letford, Councillors Shimi, Keenan, Regan, Farquhar, Sturrock, Grant, Hind, Morrow, Wright, Macpherson and Dick (12); and for the amendment - Councillors Don, Duncan, Beattie, Andrew Dawson, Sawers, FitzPatrick, Roberts, Corrigan, Barrie and Will Dawson (10) - Councillors Mackie, Wallace, Webster, Scott and Borthwick declining to vote - whereupon the motion was declared carried.
V DUNDEE CITY DEVELOPMENTS
There was submitted Agenda Note AN288-2003 intimating that with the advent of the new Ethical Standards regime, it was recommended that instead of appointing four members/Directors currently two elected members and two officers, that the Council's nomination rights be reduced to two and that two officers only be appointed.
The Council approved accordingly.
VI DUNDEE CONTEMPORARY ARTS LIMITED
There was submitted Agenda Note AN289-2003 intimating that the Board of this organisation was undergoing a restructuring process and the Director of Leisure and Arts had recommended that elected member representation be reduced from six members to four members.
The Council approved the recommendation and appointed two members of the Administration, one member of the SNP Group and one member of the Conservative Group.
VII JOINT BOARD APPOINTMENTS
There was submitted Agenda Note AN290-2003 regarding appointments to be made at Tayside Joint Police Board, Tayside Fire Board and Tayside Valuation Joint Board at their meetings on 10th June, 2003.
(a) TAYSIDE FIRE BOARD - CONVENER
Councillor Hind seconded by Councillor Macpherson, moved that Councillor Farquhar be nominated.
As an amendment, Councillor Sawers seconded by Councillor Corrigan, moved that no nomination be made.
On a division, there voted for the motion - Lord Provost Letford, Councillors Shimi, Keenan, Regan, Farquhar, Sturrock, Grant, Hind, Morrow, Wright, Macpherson, Dick, Mackie, Wallace, Webster and Scott (16); and for the amendment - Councillors Don, Duncan, Beattie, Andrew Dawson, Sawers, FitzPatrick, Roberts, Corrigan, Barrie, Will Dawson and Borthwick (11) - whereupon the motion was declared carried.
(b) TAYSIDE JOINT POLICE BOARD - VICE CONVENER
Councillor Hind seconded by Councillor Macpherson, moved that Councillor Farquhar be nominated.
As an amendment, Councillor Sawers seconded by Councillor Corrigan, moved that no nomination be made.
On a division, there voted for the motion - (16); and for the amendment (11) - as recorded in the division immediately above - whereupon the motion was declared carried.
(c) TAYSIDE VALUATION JOINT BOARD - VICE CONVENER
Councillor Hind seconded by Councillor Macpherson, moved that Councillor Regan be appointed.
As an amendment Councillor Sawers seconded by Councillor Corrigan, moved that no nomination be made.
On a division, there voted for the motion - (16); and for the amendment (11) - as in the division recorded in Article VII(a) above - whereupon the motion was declared carried.
VIII TAYSIDE CONTRACTS JOINT COMMITTEE - APPOINTMENT
There was submitted Agenda Note AN291-2003 intimating that the Tayside Contracts Joint Committee was regulated by a Minute of Agreement which permitted the constituent Councils to make their own appointments, and on this occasion it fell to the City Council to appoint the Convener of the Tayside Contracts Joint Committee
The Council agreed that the Lord Provost be appointed.
IX PRISON VISITING COMMITTEE - CASTLE HUNTLY
There was submitted Agenda Note AN292-2003 intimating that following the resignation of Mr Kevin Keenan as a non-elected members of Castle Huntly Prison Visiting Committee, there was a vacancy for a non-elected member to be filled by the Council.
Councillor Hind seconded by Councillor Wright moved that Mr de Gernier be appointed.
As an amendment, Councillor Sawers seconded by Councillor FitzPatrick, moved that expressions of interest be sought from the public.
On a division, there voted for the motion - Lord Provost Letford, Councillors Shimi, Keenan, Regan, Farquhar, Sturrock, Grant, Hind, Morrow, Wright, Macpherson, Dick and Borthwick (13); and for the amendment - Councillors Don, Duncan, Beattie, Andrew Dawson, Sawers, FitzPatrick, Roberts, Corrigan, Barrie and Will Dawson (10) - Councillors Mackie, Wallace, Webster and Scott declining to vote - whereupon the motion was declared carried.
