II LICENSING BOARD

Reference was made to Article VI of the minute of meeting of the City Council of 13th May 1999 wherein it was agreed that six members of the Administration, four members of the Major Opposition Group and two members of the Minority Group be appointed to serve on the above Board.

There was submitted Agenda Note AN312-2002 intimating that, following the resignation of Councillor Fordyce, this vacancy required to be filled by a member of the Major Opposition Group.

The Council appointed Councillor Sawers.

III Tayside Joint Police Board Independent Custody Visitor Sub-Committee

There was submitted Agenda Note AN313-2002 intimating that at a meeting of the Tayside Joint Police Board on 11th November 2002, it was agreed to appoint a Sub-Committee with delegated powers to interview and appoint independent custody visitors and to approve all details of the Independent Custody Visitor Scheme.

In addition, it was reported that the Sub-Committee would comprise the Convener, plus one member from each of the constituent authorities - Dundee City Council, Angus Council and Perth and Kinross Council.

The Council agreed to appoint Councillor Powrie.

The Lord Provost agreed that the undernoted item of business be considered as a matter of urgency in terms of Standing Order No 17(b) in view of the timescales involved.

IV POSTWATCH SCOTLAND - TAYSIDE AND CENTRAL HIGHLANDS ADVISORY GROUP

There was submitted Agenda Note AN324-2002 reporting that the City Council had been invited to appoint a representative to serve on the above group.

Councillor Grant, seconded by Councillor Shimi, moved that Councillor de Gernier be appointed.

Councillor Sawers, seconded by Councillor FitzPatrick, moved that Councillor Dawson be appointed.

On a division, there voted for Councillor de Gernier - Lord Provost Letford, Councillors de Gernier, Wright, Ward, Shimi, Presswood, Regan, Farquhar, Sturrock, Grant, Mackie, Wallace, Scott, Macpherson and Petrie (15); and for Councillor Dawson - Councillors Richard Beattie, Dawson, Sawers, FitzPatrick, Guild, Corrigan, Dave Beattie, Barrie, Fordyce and Bowes (10) - whereupon Councillor de Gernier was appointed.
