The minute of meeting of this Committee of 19th February 2001 was held as read.

I ORIGINAL BALDOVIE INCINERATOR - MEETING OF 23RD FEBRUARY 2001

 

Reference was made to the minute of meeting of the Environmental and Consumer Protection Committee of 18th December 2000 where it was agreed that a group be set up to clarify any issues in relation to the original Baldovie Incinerator following the publication of an article in the American Journal of Epidemidogy regarding Besancon Incinerator in France.

 

There was submitted a note of the meeting of this group of 23rd February 2001 and the Committee agreed its recommendation, that it be remitted to Dr Fiona Williams and Dr Mike Rowarth to carry out a Health Study replicating that carried out in the vicinity of the Besancon Incinerator in France, on the basis that this would conclude any research/study work into the operations of the original Baldovie Incinerator as far as the City Council was concerned.

 

II CIVIC GOVERNMENT (SCOTLAND) ACT 1982 - SECTION 87(1) BUILDINGS IN NEED OF REPAIR

 

The Director of Environmental and Consumer Protection reported that Notices had been served on the owners of the undernoted property requiring works to be carried out.

The Committee authorised the Director to carry out the works should the owners not comply within the time allowed in the Notices.

 

III CONSUMER SUPPORT NETWORKS

 

There was submitted Report No 165-2001 by the Director of Trading Standards advising members of the launch of the Consumer Support Networks (CSN) Initiative by the Department of Trade and Industry and seeking approval to register a notice of intention to form a Consumer Support Network in Dundee and make an application for start-up support.

 

The Committee agreed that:-

 

(i)Dundee City Council, as the main provider of Consumer advice, operate and co-ordinate a local Consumer Support Network;

 

(ii)the Principal Trading Standards Officer return a notice of intention to register a CSN before 31st March 2001 and identify early planning work, the cost of which would be met from the 5,000 CSN grant;

 

(iii)the Principal Trading Standards Officer identify relevant advice agencies within the city, arrange an audit of existing advice provision and identify any further development work, the cost of which would be met from the 10,000 grant; and

 

(iv)the Principal Trading Standards Officer engage with colleagues from neighbouring local authority trading standards services with a longer term aim of developing and improving links with consumer advice agencies in the larger Tayside and North Fife areas.

 

IV MARCHBANKS DEPOT - URGENT WORKS

 

There was submitted Joint Report No 183-2001 by the Director of Environmental and Consumer Protection and City Architectural Services Officer seeking authorisation for the acceptance of contractors for the urgent works required at Marchbanks Cleansing Depot.

 

The Committee agreed to:-

 

(i)accept the offer submitted by D Geddes for the Demolition Works in the sum of 20,168.00;

 

(ii)accept the Robertson Group as the partnership contractor for the Several Works at a Gross Maximum Price not exceeding 1,162,800.00;

 

(iii)approve allowances amounting to 167,032.00; and

 

(iv)approve the renewal of equipment at an estimated cost of 170,000, to be leased over an eight year period at 28,900 per annum.

 

V NATIONAL ASSISTANCE ACT 1948 - BURIAL OR CREMATION OF DECEASED PERSONS

 

The City Engineer submitted details of offers received for the burial and/or cremation of destitute dead persons.

 

The Committee agreed that the offer from James Ashton & Sons Limited be accepted.

 

VI WASTE DISPOSAL - REVIEW OF CHARGES

 

The Committee approved an increase in the charge of waste disposal costs from 27.00 to 28.58 from April 2001, this charge being applicable to the disposal of material collected through the Council's skip hire service.

VII FOOT AND MOUTH DISEASE

 

There was submitted Report No 182-2001 by Director of Environmental and Consumer Protection informing the Committee of the Council's position regarding the outbreak of Foot and Mouth Disease in the United Kingdom.

 

The Committee agreed that:-

 

(i)the Director of Environmental and Consumer Protection assume the role of the Council's Lead Officer during the course of the outbreak;

 

(ii)the Council's Emergency Planning Officer be available to assist the Director of Environmental and Consumer Protection in all matters relevant to the outbreak; and

 

(iii)the Council fulfil their obligations to control the disease and support the other agencies involved in the outbreak as required.
