The minute of meeting of this Committee of 25th September, 2000 was held as read.
Unless marked thus * all items stand delegated.
I SCOTTISH EXECUTIVE'S INITIATIVE TO INSTAL CENTRAL HEATING AND INSULATION
The Convener referred to the above initiative to instal central heating and insulation in 140,000 homes throughout Scotland over the next five years. He further reported that the latest information was that the initial implementation group meeting had been convened for 24th October to be chaired by Frank McAveety, Depute Local Government Minister and would comprise of representatives from the Public Utilities, Energy Action Scotland, COSLA, Age Concern Scotland, and Help the Aged to work towards the implementation of the scheme in April 2001. Early indications suggested however that resources for the programme would be allocated by way of grant and would be additional to existing borrowing consents. A report would be submitted for the consideration of the Committee once details of funding and implementation were known.
The Committee noted accordingly.
II MARKETING PLAN
The Director of Housing submitted Report No. 600-2000 reporting the contents of the Housing Department Marketing Plan to the Committee.
The Committee agreed to implement the Marketing Plan.
III HOUSING (SCOTLAND) ACT 1987, SECTION 108 REPAIRS NOTICE - 123, 125, 125A AND 125BNETHERGATE, DUNDEE
The Director of Housing submitted Report No. 631-2000 seeking approval for the service of a Repairs Notice on the above properties.
The Committee -
(a) approved the service of a Repairs Notice in terms of Section 108 of the Housing (Scotland) Act 1987 with a time limit of, as nearly as may be, nine months for compliance with the terms of the Notice.
(b) agreed that should owners fail to comply with the terms of the Notice, the Council should instruct the work to be carried out in default and that the Director of Housing, in conjunction with the relevant departments, should appoint suitable consultant(s) to provide the necessary professional services. Further, the appointed consultant(s) should be authorised to invite tenders from contractors and thereafter engage the successful contractor to carry out the necessary repair works; and
(c) agreed that should default action be implemented, the appropriate Officers be instructed to authorise and arrange payments to the appointed consultant(s) and contractor.
IV DUDHOPE COURT MSD - HEATING REPLACEMENT AND ELECTRICAL UPGRADE AND SECURITY INITIATIVE- SUB-CONTRACTOR
The City Architectural Services Officer reported that D H Morris, the Principal Contractor, had proposed Hall & Tawse as sub-contractor for the various building works.
The Committee approved the request.
V TENDERS RECEIVED
(a) Tenders received by City Architectural Services Officer
The City Architectural Services Officer submitted Report No. 627-2000 giving details of the offers received for the undernoted contracts.
(i) Menzieshill 3rd Development - Roof Repairs Phase 1
The Committee agreed to accept the lowest offer by Andrew Shepherd & Sons Ltd., Forfar, amounting to 79,267.40 to which required to be added an allowance of 10,500 for professional services, making a total expenditure of 89,767.40.
The Committee also noted that Andrew Shepherd & Sons Ltd. had listed J M Guild, Forfar as the sub-contractor for plumber work.
(ii) St Marys 13th Development - Roof Repairs and City Road 1st Development - Roof Repairs Phase 1
The Committee agreed to accept the lowest offer by Andrew Shepherd & Sons Ltd., Forfar, amounting to 151,187.11 in total including professional services, all as detailed below:-

(iii) Kirkton Housing Office - Alterations
The Committee agreed to accept a negotiated offer with Dundee Contract Services to carry out the above work for the sum of 49,502 to which required to be added allowances of 5,500 for contingencies, 14,300 for facade upgrade, 462 for building warrant and 11,000 for professional services, making a total expenditure of 80,764.
(iv) Menzieshill 13th Development - External Fabric Repairs
The Commitee agreed to accept the lowest offer by Andrew Shepherd & Sons Ltd., amounting to 158,215.34 to which required to be added allowances of 4,000 for contingencies and 13,500 for professional services, making a total expenditure of 175,715.34.
The Committee also noted that the undernoted sub-contractors had been listed by Andrew Shepherd & Sons Ltd.:-

(v) Russell Place: 1, 2 and Wardens Complex - Demolitions and Remedial Works
The Committee agreed to accept the lowest offer by G & B Building & Civil Engineering Contractors Ltd., Forfar amounting to 20,080.95 to which required to be added an allowance of 3,950 for professional services, making a total expenditure of 24,030.95.
The Committee also noted that G & B Building & Civil Engineering Contractors Ltd. had listed the undernoted sub-contractors:-

(vi) Security Lighting Phase 1 - Wellgate Sheltered Housing
The Committee agreed to accept a negotiated offer with Dundee Contract Services to carry out the above works for the sum of 7,886.90 to which required to be added an allowance of 600 for professional services, making a total expenditure of 8,486.90.
(vii) Security Lighting Phase 2 - Craigiebank 3rd Phase 1
The Committee agreed to accept a negotiated offer with Dundee Contract Services to carry out the above works for the sum of 16,810.18 to which required to be added an allowance of 1,300 for professional services, making a total expenditure of 18,110.18.
(viii) Security Lighting Phase 3 - 8/10 Caird Avenue, Boots Lawton Phase 1
The Committee agreed to accept a negotiated offer with Dundee Contract Services to carry out the above works for the sum of 33,324.12 to which required to be added an allowance of 2,600 for professional services, making a total expenditure of 35,924.12.
(ix) Security Lighting Phase 4 - Morven Terrace, Ancrum Place, Tofthill
The Committee agreed to accept a negotiated offer with Dundee Contract Services to carry out the above works for the sum of 19,027.54 to which required to be added an allowance of 1,500 for professional services, making a total expenditure of 20,527.54.
(x) Corso Street and Peddie Street - Heating Installation and Electrical Upgrading
The Committee agreed to accept a negotiated offer with Dundee Contract Services to carry out the above works for the sum of 63,930.08 to which required to be added the undernoted allowances, making a total expenditure of 93,022.08:-

PRC Structural Repairs 2000/2001
The Committee agreed to accept the lowest offer by Muirfield (Contracts) Ltd. amounting to 33,054.24 to which required to be added allowances of 4,345.76 for contingencies and 6,100 for professional fees, making a total expenditure of 43,500.
VI CHARTERED INSTITUTE OF HOUSING IN SCOTLAND CONFERENCE - ACT TOGETHER - 13TH TO 16THMARCH, 2001 - DUNDEE
The Committee authorised the attendance of two members of the Majority group, one member of the Major Opposition group and one member of the Minority group at the above conference, together with any members interested in attending on a day basis.
VII HOUSING (SCOTLAND) ACT 1987 - IMPROVEMENT, REPAIRS AND ENVIRONMENTAL GRANTS, HOME LOANSETC
Reference was made to the minute of meeting of the Housing Committee of 15th November, 1999 when grant expenditure under the Housing (Non HRA) Budget was agreed. It was agreed that the grants approved during September, 2000 in each of the categories were as follows:-
