I AWARD AND COMMENDATION CIVIC TRUST AWARDS 2000

 

It was reported that Dundee City Council had been invited to participate in the Civic Trust Awards 2000 and from a total of four entries in Dundee, Dundee Contemporary Arts in Nethergate was given an award and the University of Abertay Library in West Bell Street was given a commendation by the Civic Trust for environmental design.

 

The Convener, on behalf of the Council, presented the Civic Trust Award plaques and certificates to the owners and agents connected with the winning projects.

 

II CIVIC AWARD FOR TOWN AND REGIONAL PLANNING

 

It was reported that this year's project under the Civic Award for Town and Regional Planning 2000 had comprised a "Planning for Real" exercise with the youth of Broughty Ferry whereby the students prepared proposals for tackling the issues considered by groups of different ages as being the most important in the Broughty Ferry area. The Convener on behalf of the Council presented the awards to the undernoted winners:-

V DUNDEE CITY COUNCIL (STOPPING UP OF ROADS)(SHORE TERRACE, DUNDEE) ORDER 2000

 

Reference was made to Article II of the minute of meeting of this Committee of 22nd November 1999 which authorised the above Order.

 

The Committee having been advised that no objections had been received agreed that the Order be confirmed.

 

VI REVIEW OF LOCAL PLAN POLICY ON DAY NURSERIES AND PRIVATE NURSERY SCHOOLS

 

There was submitted Report no. 232-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the recommendations in a report that:-

 

a)the proposed changes to policy SCE4 of the Dundee Local Plan 1998 be approved;

 

b)the report to be taken into consideration in the determination of future planning applications;

 

c)the changes to policy SCE4 would be advanced through the next review of the Dundee Local Plan including the consultation phases; and

 

d)the contents of the report be remitted to the Development Quality Committee for its information.

 

VII CITY CENTRE FACADES ENHANCEMENT GRANT SCHEME

 

There was submitted Report no. 277-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee approved the grant of 7,240 in respect of work to be carried out at 107-113 Nethergate.

 

VIII THE FORMATION OF TRAVEL PLANS FOR THE CITY COUNCIL

 

There was submitted Report no. 299-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee agreed that the City Council prepare a travel plan for all of its operations in order to secure a more sustainable and environmentally friendly use of transport resources and that a recognised expert consultant in this field by appointed to assist the Council in preparing the plan, it being noted that the cost of the study would be in the region of 5,000 of which Scottish Enterprise Tayside would contribute 2,500 with the City Council's contribution being contained within the Planning and Transportation Department's Revenue Budget for 2000/20001.

 

IX STATUTORY UNDERTAKERS' PERFORMANCE IN DUNDEE 1999/2000

 

There was submitted Report No 301-2000 by the Director of Planning and Transportation relative to the above.

The Committee approved the recommendations in the Report that:-

 

a)the performance of Undertakers in Dundee for the year 1st April 1999 to 31st March 2000 be noted;

 

b)the timetable for the National Coring Programme be noted the results of which would be published early in the year 2001 and incorporated in future annual reports of Undertakers' performance in Dundee; and

 

c)the outcome of the House of Lords ruling, placing full responsibility on the Undertakers to carry out reinstatement to the prescribed standard be noted.

 

X UNAUTHORISED SIGNS, ADVERTISING BOARDS AND OTHER SUCH OBSTRUCTIONS ON ADOPTED ROADS

 

There was submitted Report no. 306-2000 by the Director of Planning and Transportation relative to the above. The Committee approved the recommendations in the Report that:-

 

a) Unauthorised Signs in Roads including Signs Fixed to Street Furniture

 

It was agreed that until all six of the proposed new poster towers had been installed by the City Council, the temporary protocol regarding limited advertising of local musical events should continue. The removal of unauthorised signs would also continue particularly those advertising commercial and retail events. Once all six new poster towers were installed it was agreed that a total ban be introduced on all unauthorised signs on roads including signs fixed to street furniture and that the Director of Planning and Transportation would be remitted to convene a meeting with all relevant parties to implement a control strategy.

 

b) Obstruction on Roads - Advertising Boards

 

It was agreed that there should be a total ban on advertising boards on adopted roads throughout the City which would be controlled under the Roads (Scotland) Act 1984.

 

c) Obstruction on Roads - Extension of Shop Premises onto the Footway

 

It was agreed that the Council adopt a control policy to only permit shopkeepers to display and sell goods on the footway immediately outside their premises in the City centre and other designated shopping areas and where there remained a minimum width of footway to permit the safe passage of pedestrians.

 

XI FLOOR PREVENTION AND LAND DRAINAGE (SCOTLAND) ACT 1997

 

There was submitted Report no. 333-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee noted that there was a statutory requirement in the Act to publish a report and authorised the publication of the draft attached to the Report with a public notice advising of the publication being placed in the local press.

 

It was further agreed that copies of the Report be issued to Community Councils, placed in all public libraries and at Council Reception points and that copies be made available to the public and other interested bodies at a nominal charge to cover the cost of production.

 

XII DUNDEE AND ANGUS JOINT STRUCTURE PLAN PANEL

 

There was submitted Report no 340-2000 by the Director of Planning and Transportation relative to the above.

 

The Committee noted and endorsed the comments made by the panel as detailed in the Report and approved the additional responsibilities outlined for the operation of the panel.
